The Director of Construction Site Services is responsible for the overall planning, coordination, and control of construction and commissioning activities for NGS projects across North and South America. This includes close collaboration with EPC companies and Consortium partners to ensure successful execution that meets client requirements, adheres to Mitsubishi standards, and remains within budget. Key responsibilities include overseeing construction progress, cold commissioning, logistics, equipment deliveries, and site erection, while maintaining a strong focus on safety, efficiency, and quality throughout all phases of the project.

In addition to execution oversight, the Director provides strategic planning input during bid proposals to support Level 1 schedule development and ensure alignment of equipment shipments with construction timelines and TFA dispatch plans. The role also supports the development and review of DOR documentation for Consortium agreements. Oversight of Consortium Partner performance and coordination with EPCs is essential to ensure contract compliance, optimize labor utilization, and uphold safety and production standards during project execution.

Key Responsibilities

  • Provide strategic leadership and oversight for the execution and delivery of power plant construction and commissioning projects across North and South America, ensuring alignment with corporate goals, client expectations, and regulatory requirements.
  • Collaborate with Project Managers to co-develop and approve comprehensive construction execution plans, ensuring feasibility, budget adherence, and schedule integrity.
  • Lead multidisciplinary teams, including EPCs and Consortium partners, to drive project milestones, resolve execution challenges, and ensure seamless coordination across construction and commissioning phases.
  • Champion safety, quality, and environmental compliance by enforcing HSE standards, LOTO protocols, and continuous improvement initiatives throughout all phases of the project lifecycle.
  • Oversee construction methodologies and resource strategies to optimize productivity, cost efficiency, and schedule performance across multiple power plant sites.
  • Direct resolution of site quality issues, technical queries, and non-conformance reports, ensuring timely and effective corrective actions in collaboration with internal and external stakeholders.
  • Coordinate with procurement leadership to ensure timely delivery of critical equipment and materials aligned with construction schedules and operational readiness.
  • Monitor progress against key project milestones, proactively identifying risks and implementing mitigation strategies to maintain schedule and budget targets.
  • Govern TFA budget performance, including oversight of labor utilization, billable/non-billable hours, forecasting, and variance management across all active projects.
  • Partner with Project Controls to refine site resource strategies using estimate-to-complete and estimate-at-completion data analytics.
  • Ensure timely acquisition of permits and licenses through coordination with internal departments and regulatory agencies.
  • Facilitate executive-level engagement with client representatives, Consortium leadership, and internal stakeholders to align on project progress, strategic decisions, and issue resolution.
  • Review and validate monthly execution plans and progress reports to ensure alignment with broader project goals and operational priorities.
  • Lead contractor selection and performance management processes to ensure alignment with technical requirements and execution standards.
  • Drive innovation and continuous improvement in construction methods and build strategies, leveraging lessons learned and industry best practices.
  • Oversee collection and dissemination of critical contractual data including baseline schedules, equipment delivery timelines, DORs, liquidated damages, and delay analyses.
  • Support schedule delay analysis and strategic decision-making through historical data review and collaboration with site leadership.
  • Evaluate EPC system cleaning procedures (e.g. steam blow, chemical cleaning, fuel gas system cleaning) and provide strategic recommendations to ensure compliance with Mitsubishi’s cleanliness standards.
  • Provide executive oversight of productivity and progress reporting, ensuring data-driven decision-making and alignment with system turnover procedures.
  • Serve as a key escalation point for construction and commissioning challenges, ensuring timely resolution and alignment with project and corporate objectives.

Other Duties and Responsibilities

  • Ensure full compliance with all Environmental, Health, and Safety (EHS) policies, practices, and procedures; proactively report unsafe conditions or activities to Management and/or Human Resources.
  • Foster a culture of safety and accountability across all project teams and partner organizations.
  • Actively participate in and promote team efforts to achieve departmental and company-wide goals.
  • Contribute to building and maintaining a positive, collaborative, and high-performance team environment.
  • Communicate effectively and professionally across all levels of the organization, including internal teams, Consortium partners, EPCs, and client stakeholders.
  • Safeguard confidential and proprietary information by adhering to strict data protection and non-disclosure protocols.
  • Demonstrate and uphold the highest standards of honesty, integrity, and ethical conduct in all business dealings.
  • Travel up to 40%, both domestically and internationally, by land and/or air to support project execution, team engagement, and client interface.

Requirements

  • Bachelor’s degree in Mechanical, Electrical, or Civil Engineering from an accredited college or university; a minimum of fifteen (15) years related experience and/or training in Gas or Steam Turbine EPC power plant construction projects, downstream and upstream projects and/or major EPC industrial projects.
  • Ten (10) hours of OSHA training/experience, recommended, but not required.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Knowledge of database, project management, spreadsheet and word processing software, electronic mail, graphics, technical diagrams, flow charts, etc. Experience with Microsoft Primavera P6; Power bi a plus.
  • Travel Requirements: Must be able to travel both domestically and internationally up to 40%.
