In this role, you'll:

Join the Parramatta Light Rail Stage 2 Program! In January 2026. the Government announced that procurement activities would commence for Stage 2a, the light rail extension from Stage 1 at Camellia to Wentworth Point. Stage 2a will deliver 4.5 kilometres of new dual track, new light rail and active transport bridge connecting Camellia and Rydalmere, nine stops, an expanded Stabling and Maintenance Facility and additional light rail vehicles.

The project team has commenced the procurement for the delivery of PLR Stage 2a Main Works - integrating and expanding on the operational Parramatta Light Rail Stage 1 and the Enabling Works currently under construction.

In this senior leadership position, you will guide the strategic direction and operational excellence of both project controls and commercial services, for the Parramatta Light Rail Stage 2 project. You will ensure best practice standards, lead high performing teams, embed governance and commercial rigour, and provide trusted advice to executives and project stakeholders.

Your work will directly support successful project delivery across NSW.

Key responsibilities include:

• Providing strategic leadership across project controls and commercial services to align with Transport’s priorities.


• Developing and embedding best practice project controls across scheduling, cost, risk, quality, estimation and change management.


• Overseeing commercial aspects of major construction and technology contracts, including procurement, contract governance, dispute resolution and commercial strategy.


• Ensuring compliance with governance, legal, regulatory, safety and sustainability requirements.


• Leading, mentoring and developing specialist project performance and commercial teams.

Providing expert strategic and technical advice to senior stakeholders to inform decision making.


• Monitoring and analysing project performance, delivering insights and reporting on key project and commercial metrics.


• Acting as a thought leader by staying across emerging trends, innovative practices and sector developments.

This is a full-time up to 16-month Temporary Opportunity Transport Senior Service Executive TSSE1A level role based in Sydney.

About you

You are a seasoned executive leader with deep experience in project controls and commercial services within large scale infrastructure environments. Known for your strategic thinking, commercial acumen and ability to influence at senior levels, you thrive in complex, multi stakeholder environments.

You are an inclusive leader who builds capability, fosters collaboration, and champions best practice to deliver exceptional outcomes.

To succeed in this role, you will have:

• Extensive experience leading project controls and commercial services functions in major infrastructure or construction settings.


• Successful track record working with high profile projects, high volume and at a fast pace.


• Strong track record in developing and implementing project control frameworks and commercial governance that improve project outcomes.


• Demonstrated ability to lead, inspire and develop high performing specialist teams.


• Advanced capability in influencing, negotiating and managing senior stakeholder relationships.


• Previous experience with managing third party agreements and engaging with external stakeholders.


• Expertise in procurement, contract management and commercial strategy for major contracts.


• Highly developed analytical, communication and problem-solving skills.


• Relevant tertiary qualifications and/or equivalent professional experience.
