
The Director of Federal Capture & Proposals is a hands-on leader responsible for owning the full lifecycle of capture, proposal development, and contract vehicle execution across the federal portfolio. In a small, high-growth environment, this role operates as a “player-coach”—personally driving strategy, writing, solutioning, and submission while leveraging offshore proposal writers and internal SMEs for scale.
This individual is accountable for turning qualified opportunities into compliant, compelling, and winning submissions, while helping shape pipeline strategy, contract vehicle positioning, and overall growth execution.

Core Responsibilities (Soup-to-Nuts Ownership)
End-to-End Capture Ownership
* Identify, qualify, and shape federal opportunities (IDIQs, GWACs, task orders, direct awards)
* Develop and own win strategies, including competitive positioning, pricing alignment, and teaming
* Lead capture from pre-RFP through submission and award
Hands-On Proposal Development
* Personally lead and contribute to writing across all proposal volumes (technical, management, past performance, etc.)
* Build outlines, compliance matrices, storyboards, and final submissions
* Manage the full proposal lifecycle: kickoff → color reviews → submission
* Ensure all submissions are fully compliant, evaluator-ready, and high quality
Offshore Team Management
* Direct and manage offshore proposal writers (UGT model) to scale production
* Provide clear guidance, outlines, and structured feedback to ensure quality and consistency
* Review, edit, and finalize all content, maintaining full ownership of the final product
Contract Vehicle Execution
* Support and execute strategy for key contract vehicles (OASIS+, Polaris, SEWP VI, MDA SHIELD, etc.)
* Prepare and submit proposals for new vehicle opportunities and on-ramps
* Ensure proper positioning and utilization of awarded vehicles
Solution Development
* Work directly with technical SMEs to develop practical, competitive, and mission-aligned solutions
* Translate technical approaches into clear, compelling proposal narratives
* Align solutions with evaluation criteria and scoring drivers
Compliance & Submission Integrity
* Ensure full adherence to FAR/DFARS and solicitation requirements
* Build and maintain compliance matrices and review processes
* Own final submission quality, formatting, and delivery
Pipeline & Growth Support
* Partner with leadership to qualify pipeline and prioritize opportunities
* Support WOSB/direct-award strategies and small business positioning
* Contribute to pipeline tracking, bid/no-bid decisions, and growth planning
Teaming & Partner Coordination
* Identify and engage subcontractors and teaming partners
* Support NDA/CTA processes and coordinate partner contributions to proposals
* Ensure alignment across all contributors
Success Profile / What Winning Looks Like
* Leads successful submissions for major contract vehicles and task orders (e.g., OASIS+, Polaris, MDA SHIELD)
* Drives a high proposal win rate (target ~40%) through disciplined execution
* Improves proposal turnaround time and quality using offshore leverage and structured processes
* Maintains strong compliance with zero submission deficiencies
* Becomes the internal go-to for anything capture or proposal related
Qualifications
* 8–15 years of federal capture and proposal experience in a services or technology environment
* Proven ability to personally write and lead winning proposals (not just manage)
* Experience with IDIQ/GWAC vehicles (OASIS, Polaris, SEWP, CIO-SP, etc.)
* Strong knowledge of FAR/DFARS and federal proposal compliance
* Experience managing distributed or offshore proposal teams is a plus
* Ability to operate independently in a fast-paced, resource-constrained environment
