At SNB Technology Services our team of 800+ is focused on Trusted Relationships, Digital Transformation and Customer-Centric Service, collaborating and delivering IT services to Government of New Brunswick Departments and the Regional Health Authorities. Reporting to the Executive Director of the Business Application Services Branch within the Technology Services Division, the Director will be responsible for planning, directing and overseeing activities related to the design, implementation, support, enhancement and optimization of complex and highly diversified applications used within GNB departments.

The Director provides leadership to IT Application Teams that provide services to SNB client organizations. The successful candidate will be responsible for the following:

Lead and energize your team:

  • Lead a team of managers and staff responsible for the maintenance, enhancement and support of business applications that are used in the delivery of various government programs.

  • Balance the workload of your staff through effective resource capacity planning and communication.

  • Foster talent in our organization through training, mentoring and recruitment

  • Develop trust relationships and maintain effective communication with senior managers and executives of the GNB Departmental client organizations.
  • Establish and maintain external partnerships with vendors and other organizations.

  • Promote and communicate the SNB Technology Service strategy to GNB's business leaders.
  • Collaborate closely with other technical teams within SNB, including teams responsible for areas such as database management, server management, integration services, the service desk, and other application support teams, to successfully support the environment

Communicate, Facilitate, and Collaborate:

Strategic Development/Planning:

  • Provide strategic advice and direction to client organizations on the adoption and implementation of new transformational technologies that will enhance and support GNB goals and objectives.
  • Prepare the annual budgets for the unit, monitor revenues and expenditures, analyze variances and take action to maintain operations within the approved budget.

  • Promote standardization of solutions through common process design across SNB Business Application Services, and where feasible, across GNB.

Technical Expertise:

  • Direct the planning, analysis, design, implementation, enhancement and optimization of application services activities to relevant Part I client organizations.

  • Participate in the change management processes that support the approval and prioritization of application and system changes. Review complex change requests and provide technical advice, input and guidance for clients and staff.

  • Develop and implement processes to effectively plan and predict the allocation and capacity of resources needed to deliver application services.

  • Act as project manager for small to medium sized solution delivery projects

ESSENTIAL QUALIFICATIONS: University degree in Computer Science or related discipline with eight (8) years of progressively responsible experience in an IT environment, including a minimum of three (3) years of experience in a managerial capacity involving significant responsibility for human and financial resources.

Subject to the response to this competition, an equivalent combination of training and experience may be considered, or the required years of experience may be increased.

Written and spoken competence in English is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate they have training or experience in one or more of the following areas:

  • Knowledge of the applications lifecycle and related best practices.

  • Strong understanding of the principles of project management, problem solving and change management.

  • Ability to function in a dynamic and demanding work environment

  • Comprehensive understanding of and experience with application maintenance and support processes and best practice methodologies.

  • Strong estimation and operational delivery skills.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

OPERATIONAL REQUIREMENTS:

  • This position may require some travelling within the province therefore candidates must possess a valid New Brunswick driver’s license and have their own means of transportation.

  • Some weekday evenings and weekend work hours may be required.

  • Candidates will be required to undergo Criminal History Clearance prior to appointment.

Salary: $112,398 - $126,594 annually – Pay Band 8 - Management and Non-Union Pay Plan
