A Brief Overview

The Director Budgeting and Financial Planning supervises and coordinates the preparation of a $1+ billion annual operating budget and $40+ million annual capital budget that includes over 350 cost centers across 8 company/divisions. Prepare forecasts and financial and volume targets and evaluate business plans. Lead the labor productivity management system and process to include peer benchmarking. Lead the annual capital budget process and provide oversight for routine capital requests. Implement 5 year operational and capital financial planning process. Serve as designee for CFO and Assistant CFO for various activities.

Education Qualifications

  • Bachelor's Degree Science in Business, Finance, Accounting or a related field Required
  • Master's Degree Science in Business, Finance, Accounting or a related field Preferred

Experience Qualifications

  • 3 years Progressive experience in financial planning, budgeting, finance or accounting, reimbursement, decision support – including leadership experience in a large complex healthcare organization. Required
  • Experience in StrataJazz Operational Budgeting, Capital Planning, Management and Productivity Reporting, or Strategic Planning Modules Preferred
  • Experience leading or playing a key role in the implementation, optimization, or conversion of financial planning, budgeting, ERP, or decision support systems. Preferred

What you will do

  • Direct and coordinate the annual operating and capital budget processes. Organize and participate in departmental budget meetings and incorporate results of decisions into Strata budget software model. Prepare budget for Operating Committee and Board review. Provide timely and accurate information to management for analysis and decision-making. Follow up on issues driving budget variances as necessary to manage performance improvement. Report the budget variances to the CFO, Assistant CFO Controller and others at the monthly Financial Statement review meeting.
  • On a monthly basis or more frequent, and as part of the monthly close, contribute to a variance analysis report that contains the results of analysis of variances on key budget items, statistics and metrics.
  • Develop and implement policies and procedures for areas of responsibility. Develop and implement scorecard and performance improvement initiatives and metrics (using LEAN processes, etc.) for areas of responsibility.
  • Attend Finance and Audit Committee of the Board, including participation in presentation of the budget and reporting on budget variances.
  • Implement productivity management process and update productivity targets. Oversee productivity information for biweekly review meetings and monthly review meetings. Identify, analyze, and recommend productivity benchmark opportunities using peer comparisons.
  • Supervise personnel responsible for financial planning, budgeting, and productivity, including calculating and maintaining productivity targets and administration of budgeting and productivity systems.
  • Monitor/manage improvement projects to achieve targeted results, working collaboratively with departmental personnel.
  • Implement 5-year operating financial plan. Maintain 5-year capital financial plan.
  • Working with Director of Strategy and Business Development and Director of Decision Support, evaluate business plans from a financial perspective as needed. Coordinate with the Director of Strategy and Business Development and Director of Decision Support, to ensure Budget is integrated with and supports the Strategic Plan.
  • Participate in various organizational workgroups and committees as needed (e.g., Clinical Operations Group, Monthly Operations Review, Leadership Retreats) as needed.
  • Coordinate the preparation of annual rating agency submissions and presentations in collaboration with the CFO, Assistant CFO, including data collection, financial analysis, executive briefing materials, and follow-up responses to agency inquiries.
  • Assist with monthly and year-end accounting close items.
  • Lead process improvement initiatives.
