JOB TITLE: Director-Behavioral Heath Urgent Care

LOCATION: Wilmington, NC

SCHEDULE: Full Time

REQUIRED EDUCATIONAL/EXPERIENCTIAL QUALIFICATIONS:

  • Master’s degree in social work, counseling, psychology, or a related behavioral health field required; doctoral degree preferred OR current, unrestricted RN licensure
  • Current, unrestricted NC licensure at the independent practice level required (LCSW, LCMHC, LCAS, or equivalent- dual licensure preferred) or as a Registered Nurse (RN)
  • Minimum of five (5) years of progressive clinical experience in behavioral health, substance use disorder, or integrated care settings
  • Minimum of two (2) years of supervisory or program management experience, including direct oversight of clinical and/or paraprofessional staff
  • Experience operating within or leading an urgent care, crisis stabilization, or high-acuity behavioral health program preferred
  • Knowledge of NC Medicaid billing requirements, DHHS licensure standards, and applicable federal regulations (42 CFR Part 2, HIPAA) required

OF POSITION:

The Director of Behavioral Health Urgent Care is responsible for the day-to-day operational and clinical leadership of the Behavioral Health Urgent Care (BHUC) program at Coastal Horizons Center. This position ensures the delivery of high-quality, person-centered, trauma-informed care to individuals presenting with acute behavioral health and substance use needs. The Director oversees all programmatic functions including staff supervision, quality and compliance monitoring, performance metric achievement, and interdisciplinary care coordination. This role serves as the primary point of accountability for program performance and works closely with clinical leadership to advance the mission and strategic goals of the organization.

POSITION HIGHLIGHTS:

  • Provides direct operational oversight of the Behavioral Health Urgent Care program, including all clinical services, staffing, and daily workflow management
  • Supervises a multidisciplinary team including licensed clinicians, nurses, qualified professionals, peer support specialists, and administrative staff; provides individual and group supervision in accordance with agency policy and applicable licensing board requirements
  • Monitors and drives achievement of program quality metrics, including access-to-care benchmarks, patient satisfaction outcomes, documentation timeliness, and clinical outcome measures
  • Ensures compliance with all applicable regulatory, accreditation, and payer requirements, including DHHS licensure standards, NC Medicaid Clinical Coverage Policies, and SAMHSA guidelines
  • Conducts or oversees clinical case review, quality assurance audits, and incident reporting processes; implements corrective action plans as needed
  • Leads program development initiatives, including policy and procedure development, protocol standardization, and evidence-based practice implementation
  • Serves as a liaison between the BHUC program and supporting CHC internal departments as well as external partners including hospitals, law enforcement, court systems, and community providers
  • Participates in strategic planning and budget development for the program; monitors expenditures and recommends resource allocation adjustments as appropriate
  • Maintains clinical competency and may provide direct services in line with license during periods of high census or staffing gaps
  • Upholds and models ethical, professional, and trauma-informed standards of care consistent with applicable licensing board codes of ethics and CHC organizational values
  • Subject to inside environmental conditions; employees may be exposed to human body fluids and are covered by OSHA rules and regulations on blood-borne pathogens

  • Thorough knowledge of evidence-based practices in behavioral health and substance use disorder treatment, including crisis intervention, motivational interviewing, trauma-informed care, and co-occurring disorder treatment
  • Demonstrated ability to lead, motivate, and develop a multidisciplinary clinical team in a fast-paced, high-acuity environment
  • Considerable knowledge of NC Medicaid behavioral health service definitions, billing requirements, and clinical coverage policies
  • Working knowledge of laws, regulations, and policies governing behavioral health programs, including HIPAA, 42 CFR Part 2, DHHS licensure rules, and applicable SAMHSA standards
  • Strong organizational and time management skills with demonstrated ability to manage competing priorities and meet deadlines
  • Skill in analyzing quality and performance data to identify trends, communicate findings, and drive program improvement
  • Ability to establish and maintain effective working relationships with staff, leadership, community partners, and individuals served
  • Ability to communicate effectively in both oral and written forms; proficiency in preparing reports, policies, and professional correspondence
  • Ability to exercise sound, independent clinical and administrative judgment
  • Proficiency with electronic health records (EHR) systems and Microsoft Office suite
  • Must be able to physically perform the basic life operational functions of stooping, reaching, walking, fingering, grasping, talking, hearing, and performing repetitive motions
  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force constantly or frequently to move objects
  • Must possess the visual acuity to perform extensive reading and screen-based work???????
