Head of Safety, Security, Sustainability, Heath and Quality, Asia Pacific, Contract Logistics

Reporting Line

Reports to: Head of Business Change Management (BCM)
Functional alignment: COO / Operations Strategy & Solutions

Role Purpose

The Head of S3HQ is accountable for defining, governing, and embedding enterprise‑wide standards for Safety, Security, Sustainability, Quality and Business Continuity across Contract Logistics operations.

The role ensures that S3HQ is not a compliance silo, but a business‑integrated capability that:

  • Protects people, assets, customers, and brand
  • Enables scalable operations and growth (incl. GCM clients)
  • Translates regulatory and corporate requirements into operationally executable standards
  • Supports BCM‑led transformation, CIP, and product development with risk‑aware, compliant solutions

Key Accountabilities

1. Enterprise Governance & Standards Ownership

  • Own the global S3HQ framework covering:
    • Safety & Health
    • Security
    • Sustainability
    • Quality
    • Business Continuity / Crisis Preparedness
  • Define and maintain minimum global standards, policies, and control frameworks
  • Ensure standards are:
    • Scalable across regions
    • Practical for operations
    • Aligned with COO and Corporate requirements
  • Own change control for S3HQ‑related standards in collaboration with BCM CIP & Process Optimisation

2. Integration with BCM Operating Model

  • Embed S3HQ into BCM‑led initiatives, including:
    • CIP & Process Optimisation
    • New site implementations
    • GCM client onboarding and expansions
    • Product and solution development
  • Ensure S3HQ is designed in, not bolted on, to:
    • Processes
    • Work instructions
    • Training and enablement
  • Act as the S3HQ authority within BCM governance and prioritisation forums

3. GCM Client Enablement & Risk Stewardship

  • Provide clear S3HQ rules of engagement for GCM clients
  • Support GCM teams with:
    • Standardised S3HQ requirements
    • Risk assessments for new solutions and sites
    • Customer‑specific compliance needs (without breaking enterprise standards)
  • Ensure that GCM‑driven exceptions are:
    • Risk‑assessed
    • Approved through governance
    • Documented and time‑bound

4. Regional Deployment & Capability Building

  • Lead a federated S3HQ model
    • Central ownership and governance
    • Regional S3HQ leads for execution
  • Set expectations for regional teams on:
    • Roles and responsibilities
    • Reporting and escalation
    • Audit readiness and incident management
  • Drive capability uplift through:
    • Training frameworks
    • Standard toolkits
    • Knowledge sharing across regions

5. Incident, Crisis & Business Continuity Leadership

  • Own the enterprise approach to crisis management and BCP
  • Ensure clear escalation paths and decision frameworks
  • Support operations during:
    • Major incidents
    • Disruptions
    • Regulatory or customer escalations
  • Lead post‑incident reviews and systemic corrective actions in partnership with BCM CIP

6. Performance, Reporting & Executive Transparency

  • Define standard S3HQ KPIs and reporting
  • Ensure transparency to:
    • COO leadership
    • BCM
    • Regional Operations
  • Translate compliance and risk topics into business‑relevant insights

Support executive decision‑making with fact‑based assessments

Required Experience & Profile

Experience

  • Senior leadership experience in Safety, Security, Sustainability, Quality, or Risk within logistics, supply chain, or complex operations
  • Proven experience operating in a global, matrix organisation
  • Track record of translating policy into operational execution
  • Nice to have: Experience supporting large, strategic customers (GCM‑type environments)

  • Strong governance and decision‑making capability
  • Ability to balance standardisation vs. operational pragmatism
  • Credible engagement with senior leaders and customers
  • Systems thinking and risk‑based prioritisation
  • Change leadership mindset
