Job Description

Air Liquide Bulgaria has been on the domestic market since 1999 and is a countrywide recognised gas producer and supplier of technologies, services and gases for the food industry, large industries, healthcare and environment. Air Liquide Bulgaria has a team of 95 employees serving industrial customers.

How will you CONTRIBUTE and GROW?

He / She will be in charge of securing the availability, reliability and quality of goods and services purchased within project, being part of the direct procurement team managing the procurement workstream. He / She will also:
- Drive the development of procurement practices for projects, including sourcing strategy definition, procurement costs estimates in budget process, sourcing execution including negotiation and stakeholder management, to maximize TCO savings and procurement value contribution;
- Ensure the respect and integrity of procurement processes and practices in the Project (sourcing strategy definition, procurement costs estimates in project budget, sourcing execution, TCO approach, etc);
- Ensure the deployment of the category strategies
- Execute the sourcing process for local categories
- Ensure that Procurement Project activities and decisions are considering the EU Procurement and category Strategy (i.e Make or Buy, Bidder List and awarded supplier);
- Be accountable for the procurement performance related to his / her portfolio;
- Ensure strong involvement of procurement in business all along the various processes and act as a business partner;
- Contribute to involvement of procurement dept. in the projects since their very beginning.

Relationship with Business and Category Management

  • Collect information on future projects within his/her cluster and share it with Projects Procurement Manager (team lead) and Direct Buyer Manager;
  • Facilitate meetings with clusters operations leads, Projects Procurement Manager (team lead) and Direct Buyer Manager to periodically review project portfolio and performance;
  • Provide Category Managers with project procurement plans and identify opportunities of synchronization of RFP, bundling, standardization etc.

Project Procurement Strategy

  • Assess targeted cost for purchased goods and services on the project budget;
  • Carry out a Project Procurement Plan with Project Manager to define the products and services to be covered by Procurement in the project;
  • Identify and mobilize the proper Category Managers and Buyers to cover the business need;
  • Analyze and challenge the specifications from the internal customers on strategic / large projects;
  • Identify and manage procurement related risks (for strategic / large projects Supplier, Schedule, Financial, Contractual);
  • Mitigate foreign exchange and commodities price risks in accordance with Finance policy and evaluate the cost impact and recommend plans (e.g. hedging, currency per country etc.);
  • Share key principles driving for procurement project strategies with the category leads and underline key gaps with category strategies;
  • Agree with Category Management leads regarding the ownership (between Project Procurement and Category Management) and timelines for incoming RFPs.

Sourcing execution (day to day sourcing activities) & Strategic Suppliers Management – critical topics not covered by Category Managers

  • Lead and manage sourcing events within the scope of project procurement;
  • Define sourcing approach and contractual strategies;
  • Ensure Due Diligence and attention points are addressed during the sourcing process (accuracy of specifications, supplier risks and sustanaibility assessment);
  • Ensure category strategies are respected during the sourcing process;
  • Launch RFx to pre-selected suppliers and drive the supplier selection process with the internal customers;
  • Define supplier scorecard and supplier selection criteria, including TCO and "Should Cost" analysis;
  • Analyze Supplier proposal (technical and commercial offer);
  • Define shortlist of bidders;
  • Prepare Sourcing Event summary for Stakeholders to preposition potential supplier to recommend for bid award;
  • Participate in bid award decisions;
  • Prepare negotiation sheets (hard facts and actionable levers - ie should cost analysis);
  • Manage bid award (includig loss review with non awarded bidders);
  • Lead contract authoring activities between Internal customers, Legal and the suppliers;
  • Manage jointly with the internal customer the contract sign off.

Project Management

  • Lead Project Procurement Plan meeting;
  • Attend Project Steering Committees or Contractual committees and lead the project's procurement workstream;
  • Monitor and take proactive actions with suppliers to secure on time and on quality delivery on projects;
  • Manage claims and disputes with suppliers (with operational inputs from project teams and in close collaboration with the Category Manager, if any);
  • Manage warranties and penalties with suppliers (with operational inputs from project teams and in close collaboration with the Category Manager, if any);
  • Manage supplier relationships actions related to Projects in the portfolio.

Reporting

  • Provide periodic report to Project Procurement Lead and Project Managers;
  • Monitor and track project savings (vs project budget) to Performance Management Lead.

Post-Project Activities

  • Archive all relevant information for future similar projects;
  • Carry out a project procurement capitalization review with Project Manager and identify improvement areas;
  • Manage long-term relationship with selected suppliers and prospects;
  • Participate in supplier evaluation with Category Manager.

Education: Master's degree in Business or Engineering

Foreign Language: Fluent in English

Work Experience: >5 years of experience in Procurement, Project Management, Operations
