Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Administration and Planning Division is responsible for managing and overseeing administrative and operational services for the agency. This includes the daily management of the Offices of Financial Management, Purchasing and Contracts, Operational Services, and Diversity and Inclusion.

The Office of Operational Services is responsible for coordinating and directing all facilities-related operational support services for both public and privately leased properties agency-wide, including space planning, telecommunications, security, and fleet operations.

The Warehouse and Delivery Services unit manage the agency's centralized warehouse operations, print shop, inventory control and distribution of equipment and supplies across multiple locations. The unit is seeking an experienced and highly organized professional to serve as the Director of Warehouse and Customer Delivery Services.

Reporting to the Executive Director of Facilities and Operational Support Services, the selected candidate’s duties and responsibilities include but are not limited to the following:

- Oversee a staff of 10 employees and lead all operations across two warehouse locations, ensuring efficient receipt, storage, inventory control and distribution of materials, equipment and supplies across the agency.
- Direct and manage daily operations of the warehouses and printshop.
- Implement and maintain inventory management controls to ensure accurate stock levels, reduce losses, and improve operational efficiency.
- Supervise inventory logistics including shipping, receiving, picking, packing and delivery coordination across the agency locations.
- Serve as the Agency Records Management Officer (RMO), and coordinate records retention and disposition in compliance with NYC Department of Records and Information Services (DORIS).
- Manage print shop operations including production scheduling, quality control and equipment maintenance.
- Develop and enforce operational policies and procedures related to warehouse safety, inventory control and assets management.
- Ensure compliance with workplace safety regulations and maintain a safe working environment.
- Manage warehouse equipment including forklifts pallet jacks and related operational assets.
- Identify opportunities to improve operational efficiencies through process improvements technology and improve workflow management.
- Procurement processes and vendor management.
- Financial planning, cost analysis and budget monitoring.
- Forecasting and managing multi-warehouse operating budget.
- Prepare operational reports and performance metrics related to warehouse, printing and distribution activities.
- Maintain documentation and keep accurate records of warehouse, print ship and mailroom activities by producing daily and weekly reports and statistics on the operation.
- Support strategic planning efforts by identifying operational needs resource requirements and process improvements.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Qualifications

1. Six years of full-time progressively responsible experience in warehousing operations at least 18 months of which must have been in a managerial or administrative capacity requiring independent decision-making concerning management or planning, allocation of resources and the scheduling and assignment of work; or
2. Education and/or experience which is equivalent to "1" above. Education may be substituted for the general administrative experience (but not for the 18 months of managerial experience described above) at the rate of 1 year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience.
