Provides advanced (senior-level) quality management, leadership, and supervision of Cooperative Procurements staff in the Chief Procurement Office (CPO). Assists in the direction and facilitation of departmental goals and objectives to ensure quality program administration and services. Work includes management of staff responsible for overseeing the administration of statewide cooperative procurements. Works with the information technology (IT) vendor community to meet customer goods and services requirements. Work involves developing guidelines, policies, and procedures. Assists the Chief Procurement Office in supporting the agency’s operational and strategic plans, goals, and objectives. Works under the minimal direction of the Deputy Chief Procurement Officer with extensive latitude for the use of initiative and independent judgment.
·Directs program activities for the Cooperative Procurements department; assigns, supervises, and evaluates the work of Cooperative Procurements staff; including contract development, contract negotiations and related business processes. Also includes conducting timely performance evaluations.
·Develops and implements techniques for evaluating Cooperative Procurements program activities and identifies need for changes or improvements.
·Works with groups and representatives within the agency and other state organizations to facilitate and promote DIR Cooperative Contracts; includes promoting and maintaining consistent communication to keep management, staff, and other departments apprised of program status.
·Develops and establishes goals and objectives consistent with the agency’s strategic plan.
·Develops, implements, and monitors compliance of policies, procedures, and guidelines.
·Organizes efficient department operations and responds to various related reporting requirements in an effective and timely manner; reviews audit results, research studies, forecasts, and modeling exercises to provide direction and guidance.
·Assists in defining IT procurement or contract administration strategies leading to policy or guideline formulation.
·Performs related work as assigned.
·Graduation from an accredited four (4) year college or university with major course work in business, public administration, information technology, or a related field.
·Additional related experience may be substituted for the education on a year for year basis (High School diploma required).
·Minimum of eight (8) years of experience in procurement and contract development, evaluation, negotiation, and management.
·Minimum of four (4) years of experience performing complex contract negotiations.
·Minimum of four (4) years of progressively responsible experience leading, supervising or managing staff activities.
·Minimum of two (2) years of experience developing requests for proposals/offers (RFPs/RFOs).
·Experience in the oversight and direction of statewide strategic information technology contracts.
·In-depth experience in IT contract development/negotiations and its application in the public sector and working for various customer segments (i.e., state agency, universities, counties, cities, and independent school districts).
·Experience in IT contract development, evaluation, and management.
·Experience in performing IT related complex contract negotiations.
·Experience working in a for-profit or cost recovery operation.
·Certification as a Certified Texas Contract Developer (CTCD) must be obtained within one-year (1) of employment if not already certified, unless otherwise approved by Supervisor.
·Certification as a Certified Texas Contract Manager (CTCM) must be obtained within one-year (1) of employment if not already certified, unless otherwise approved by Supervisor.
·Knowledge of negotiation strategies and techniques, of contract administration and cost monitoring for large scope or high-dollar contracts; of systems and procedures used to evaluate a third-party vendor’s performance; and of local, state, and federal laws and regulations relevant to the administration of federal or state funds.
·In-depth knowledge of state of Texas procurement laws, regulations, procedures, and contract management guidelines.
·Skill in establishing plans and setting objectives and goals that support an overall business strategy; decision-making, including assessing risk and using good judgment to inform decisions and recommendations to leadership; and conflict resolution and working quickly and collaboratively to solve problems.
·Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate agency policies and procedures; to prepare concise reports; to communicate effectively; and to supervise the work of others.
·Ability to gather, assemble, correlate, and analyze facts and devise solutions to procurement challenges.
·Ability to prepare and/or make presentations to the agency’s Board.
·Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers.
·Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment.
·Ability to understand, follow, and convey brief oral and/or written instructions.
·Ability to communicate both verbally and in writing, in a clear and concise manner.
