The Director of Budget and Federal Grants reports to the Deputy Chief Financial Officer and provides strategic and operational leadership for the financial planning, execution, and compliance activities of the Executive Office of Labor and Workforce Development (EOLWD). This position is responsible for developing and monitoring annual operating budgets and for overseeing all federal and state grant activities across the agency’s departments and units. The Director ensures that financial resources are allocated in alignment with agency priorities, manages a complex portfolio of revenue streams and expenditures, and supervises a team of budget analysts and grants management professionals. The Director plays a critical role in maintaining fiscal integrity, supporting audits, and ensuring compliance with federal, state, and agency-specific regulations.

Budget: The Director leads EOLWD’s state budget development process and trust account reporting and analysis as well as expenditure monitoring across the agency’s operating and capital budgets. The Director works closely with the leadership of each of EOLWD’s departments, including the Department of Career Services, Department of Unemployment Assistance, Department of Labor Relations, Department of Industrial Accidents, and Department of Labor Standards, to align resources with operational goals and performance metrics. This role requires a comprehensive understanding of each department’s structure, statutory mandates, and funding mechanisms. The Director develops internal budget planning tools, coordinates with oversight agencies (including ANF and the Legislature), and ensures the timely submission of internal and external budget reports. The Director must anticipate funding constraints and recommend strategic adjustments to preserve service delivery and program stability.

Federal Grants: In addition to managing the operating budget, the Director oversees the full lifecycle of federal and state grants, from pre-award planning through post-award reporting and closeout. This includes leading the development of grant budgets, reviewing and compiling financial data, ensuring appropriate procurement practices, and preparing and submitting fiscal reports in accordance with federal and state guidelines. The Director coordinates closely with department staff and sub-recipients (including career centers and workforce vendors) to ensure fiscal oversight, resolve variances, and implement corrective actions in response to monitoring or audit findings. The Director develops and maintains financial monitoring tools and dashboards to track grant expenditures, forecast spending patterns, and flag areas of risk or underperformance.

This role requires expert-level knowledge of financial management, federal grants administration, and state fiscal systems. The Director must be able to lead a team under time-sensitive conditions, provide sound financial advice to executive leadership, and develop systems and processes that support transparency, compliance, and informed decision-making across EOLWD.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
