Job Description

Digital Skills Trainer | 9533 | 1 Year Fixed term Contract | 37 hours per week | £37,280 to £39,152 per annum (Scale I) | County Hall, Norwich

Do you have a passion for developing people? Are you motivated by helping colleagues adopt new ways of working and get the best from digital tools? Can you design and deliver engaging, accessible learning that builds confidence and drives real behavioural change?

We’re looking for Digital Skills Trainers to join our Digital Skills Team and support a growing programme of digital transformation across Norfolk County Council. You’ll deliver high quality training, coaching and hands on support across a range of Microsoft 365 products, helping staff use tools like Teams, SharePoint and Copilot to work more efficiently and confidently in their day today roles.

A major focus this year will be the rollout of Microsoft 365 Copilot, working closely with service areas such as Adult Social Services, where teams are undergoing significant transformation. You’ll guide staff through change, supporting them to understand new ways of working and embedding digital skills into their everyday practice. You’ll work directly with individuals, teams, digital champions and subject matter experts to build capability, share best practice and ensure digital tools genuinely improve productivity and reduce administrative pressure.

You will play a key role in shaping the digital learning experience across the council. By identifying gaps, researching best practice, and collaborating with subject matter experts, you’ll ensure that our learning offer remains relevant, accessible, and impactful.

To succeed, you’ll need strong experience in developing and delivering digital learning content along with a talent for creating an environment where people feel supported, reassured and confident to learn at their own pace.

Knowledge of specific service areas—such as Adults, Children’s Services or other operational teams—would be an advantage where posts are aligned to those services but not essential.

Reporting to the Digital Skills Team Manager or Service area and matrix managed by the Digital Skills Team Manager, you’ll bring a proactive, flexible, and collaborative approach. You will be a self-starter who can manage your workload, build strong relationships, and deliver high quality learning that empowers staff to make the most of digital tools. In addition to training, you’ll actively explore why individuals or teams may be hesitant to adopt technologies like Copilot, working with them to uncover barriers and demonstrate the practical benefits even when these aren’t immediately recognised. Through encouragement, coaching and tailored support, you’ll help colleagues understand how digital tools can improve their work, build confidence, and ultimately realise meaningful time savings and better ways of working.
