EF leads the implementing consortium of the UK-funded Digitalisation for Growth, Integrity, and Transparency (UK DIGIT) program, working alongside the Better Regulation Delivery Office (BRDO) and the East Europe Foundation (EEF). Building on EF's prior Transparency and Accountability in Public Administration and Services (TAPAS) and Digital Transformation Activity (DTA) programmes, UK DIGIT leverages Ukraine's digital transformation to build more responsive, transparent, and effective public services; to support economic recovery and domestic revenue mobilisation; and to unlock mutual opportunities for the UK and Ukraine through partnership on innovation. The program works in close collaboration with the Ministry of Digital Transformation, the Ministry for Development of Communities and Territories, the Ministry of Economy, Environment and Agriculture, and other public sector partners, and aligns with Ukraine's European integration goals.

The Digital Public Infrastructure Specialist will focus on supporting the development and deployment of the digital public infrastructure that underpins transparent reconstruction and recovery. This includes platforms such as the Single Electronic system in the Construction Sector (eConstruction), the Address Registry, and Diia.Engine. The Specialist will assist the project team in ensuring effective implementation, user adoption, and interoperability of these digital solutions, and will support associated training and capacity-building efforts.

DUTIES

  • Facilitate the coordination of digital public infrastructure projects, supporting the planning, execution, and monitoring phases to ensure they align with set objectives and timelines.
  • Coordinate the Digital Public Infrastructure component activities' lifecycle, including project timeline planning and budget planning, with regular budget projections as requested by the finance team.
  • Act as a liaison between the Senior Digital Public Infrastructure Manager, project teams, and external entities, ensuring smooth communication and effective collaboration.
  • Address operational challenges in digital infrastructure projects and escalate critical issues to the Senior Manager for resolution.
  • Prepare and process Digital Public Infrastructure component administrative documents: collect and review invoices, acts of acceptance, prepare requests for payment, payment purchase request forms, draft ToRs for project teams, selection memos, and purchase requests.
  • Manage the memoranda and contract signing procedures with recipients, beneficiaries, and other counterparts.
  • Coordinate closely with project teams working on the digitalization of public services, participate in regular calls to collect information for the weekly program report, track key performance indicators, and inform of any delays and risks.
  • Coordinate closely with central ministries to monitor the implementation of the Digital Public Infrastructure component projects.
  • Monitor and report on the implementation of digital services developed under the UK DIGIT program and after their launch (gather statistics, maintain statistics database, and ensure consistent reporting).
  • Contribute to weekly, quarterly, and annual reports for the Digital Public Infrastructure component, ensuring donor requirements are met, and collecting all MEL indicators, including audited gender breakdown and others.
  • Perform other duties as assigned.

QUALIFICATIONS

  • Bachelor’s degree in business administration, economics, public policy, or a related field; advanced degrees or certifications in these areas would be advantageous.
  • At least two years of experience in coordinating complex projects, preferably in the context of infrastructure development or digital transformation initiatives.
  • Strong communication and interpersonal skills are essential for liaising with diverse stakeholders, including government officials, local communities, and international partners.
  • Proficiency in data management and basic analytical skills to support effective reporting and decision-making processes.
  • Strong organizational and administrative skills, including experience in scheduling, report preparation, and maintaining detailed project documentation.
  • Ability to work effectively in dynamic, high-pressure environments, particularly in post-conflict or reconstruction settings.
  • Ability to identify and solve problems, analyze project challenges, and propose effective solutions.
  • Understanding of best practices in digital governance and anti-corruption.
  • Familiarity with the operating environment and main stakeholders in Ukraine regarding anti-corruption and digital governance efforts.
  • Native proficiency in Ukrainian is required. English writing and spoken proficiency required.
