Job Description

The Digital Health and electronic Logistics Management Information System (eLMIS) Officer provides hands-on technical and operational support to Management Sciences for Health (MSH) in Cameroon for the implementation, use, and continuous improvement of approved digital health and supply chain information systems. The position supports reliable system operation, timely and accurate logistics data, and effective use of information to improve the availability and management of health commodities.

Working with project technical teams, government counterparts, health facilities, implementing partners, and technology providers, the Officer supports requirements gathering, system configuration and testing, user support, data quality review, system integration, training, documentation, and follow-up on technical issues. The Officer helps ensure that solutions are user-centered, interoperable where applicable, aligned with Cameroon policies and standards, and implemented in accordance with MSH and donor requirements.

MAIN DUTIES AND RESPONSIBILITIES

Digital Health and eLMIS Implementation Support (40%)

• Support implementation, rollout, use, and continuous improvement of MSH-supported digital health and eLMIS solutions in accordance with approved project plans and Cameroon policies and standards.
• Work with users and stakeholders to document business processes, functional requirements, data needs, workflows, and priorities for system configuration or improvement.
• Support configuration, deployment, upgrades, user acceptance testing, and validation of digital tools and system changes before release.
• Track implementation progress, system adoption, and agreed actions, and promptly raise risks or delays to the designated supervisor.
• Support development and maintenance of system implementation plans, standard operating procedures, user guides, job aids, and other technical documentation.
• Help ensure that digital tools respond to user needs and strengthen commodity visibility, inventory management, reporting, and decision-making.

Systems Integration, Operations, and User Support (25%)

• Provide first-line functional support to users, document incidents and service requests, resolve routine issues, and escalate complex technical problems to the appropriate provider or technical team.
• Maintain an organized issue log and follow up with users, vendors, and technical teams through resolution and closure.
• Support testing and monitoring of data exchange between eLMIS and other approved health, supply chain, warehouse, or reporting systems, in coordination with responsible technical teams.
• Support administration of approved user accounts, access controls, master data, equipment inventories, and other assigned operational controls in accordance with authorization procedures.
• Assist with routine checks of system availability, synchronization, connectivity, and data flows, and document service interruptions and corrective actions.
• Promote compliance with approved information security, data protection, confidentiality, backup, and business continuity procedures.
• Act as the primary IT support focal point in Cameroon for both the MSH country office and RISE project, addressing routine IT issues related to computers, software, connectivity, user access, and equipment, and escalating complex issues to the appropriate MSH IT team or service provider.

Data Quality, Reporting, and Use (20%)

• Review the completeness, accuracy, timeliness, and consistency of eLMIS and related digital health data and work with users to address identified gaps.
• Support routine reconciliation of electronic records with relevant source documents, stock records, and reports, as applicable.
• Develop and maintain routine reports, dashboards, and data summaries that help project teams and counterparts monitor system use and supply chain performance.
• Analyze system and logistics data to identify reporting gaps, stock risks, unusual trends, and opportunities for corrective action.
• Support regular data review meetings and promote practical use of digital information for forecasting, supply planning, inventory management, distribution, and program decisions.
• Contribute accurate and timely information to project reports, workplans, presentations, and learning products.

Capacity Strengthening, Coordination, and Additional Responsibilities (15%)

• Plan and facilitate orientations, training, coaching, and on-the-job support for system users, administrators, and other stakeholders.
• Coordinate with MSH technical and operations teams, government counterparts, health facilities, implementing partners, vendors, and other stakeholders on assigned digital health and eLMIS activities.
• Collect user feedback, document lessons learned and good practices, and recommend practical improvements to system design, support, and adoption.
• Prepare routine activity updates, field visit reports, meeting notes, and other documentation requested by the designated supervisor.
• Comply with MSH policies, donor requirements, safeguarding standards, and mandatory training requirements.
• Perform other duties consistent with the position as assigned by the designated supervisor.

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION

Required: Bachelor’s degree in health informatics, computer science, information systems, public health, supply chain management, data science, or a related field.

Preferred: Master’s degree or relevant professional training in digital health, health information systems, software implementation, or supply chain information systems.

REQUIRED MINIMUM EXPERIENCE

• Bachelor’s degree with four to six years of relevant experience implementing or supporting digital health, health information, or electronic logistics management information systems; or a master’s degree with at least two years of relevant experience.
• Experience supporting public health programs, government counterparts, health facilities, or donor-funded projects in Cameroon is preferred.

KNOWLEDGE AND SKILLS

• Practical knowledge of digital health and eLMIS implementation, user support, system testing, data management, and issue resolution.
• Familiarity with health and supply chain information platforms such as eLMIS, logistics management information systems, DHIS2, enterprise resource planning systems, or comparable applications.
• Ability to gather and document user requirements, workflows, test results, technical issues, change requests, and system procedures.
• Knowledge of data quality review, dashboards, reporting, master data, interoperability concepts, and responsible handling of health and operational data.
• Strong Microsoft Office skills, particularly Excel; experience with data visualization or reporting tools is an advantage.
• Strong facilitation, training, communication, coordination, and problem-solving skills.
• Excellent oral and written communication skills in English and French.

PHYSICAL DEMANDS

Domestic travel within Cameroon may be required, including visits to regional, district, warehouse, and health facility locations. Regular computer and keyboard use is required.
