Position: Digital Economy Specialist

Reports to: Senior Manager on Digital Economy

Location: Kyiv, Ukraine

Job Type: Full-time

Start Date: July 2026

Contract duration: up to 9 months

EF leads the implementation of the UK-funded Digitalisation for Growth, Integrity, and Transparency (UK DIGIT) Program in Ukraine. UK DIGIT supports Ukraine’s digital transformation agenda by advancing innovative digital solutions, improving public services, strengthening governance, and fostering economic resilience in line with the country’s recovery and European integration priorities.

The Digital Economy Specialist will support the implementation of key digital economy projects, including eExcise, an electronic traceability system for alcohol and tobacco products, the modernization of the Electronic Taxpayer Cabinet, the Obrii digital labour market platform, and the eQueue border management system. Working closely with government counterparts, implementing partners, consultants, and other stakeholders, the Specialist will contribute to project planning, implementation, monitoring, and reporting to ensure the effective delivery of project activities and results.

DUTIES

  1. Support the implementation of activities under the Digital Economy Unit in accordance with approved work plans, project objectives, and donor requirements.
  2. Coordinate day-to-day communication and collaboration with government counterparts, implementing partners, consultants, service providers, and other project stakeholders.
  3. Manage the memoranda and contract signing procedures with recipients, beneficiaries, and other counterparts.
  4. Conduct desk research and collect, analyze, and consolidate information related to the digital economy, digital transformation, innovation, entrepreneurship, and related areas and provide analytical inputs and recommendations to support project activities and decision-making.
  5. Prepare meeting agendas, briefing materials, action trackers, and follow-up correspondence to support stakeholder engagement and project implementation.
  6. Support the preparation and processing of project implementation and procurement documentation, including terms of reference, scopes of work, selection memoranda, purchase requests, requests for payment, and other required project documents.
  7. Coordinate the collection, review, and processing of invoices, acceptance certificates, and supporting documentation to ensure timely and compliant project implementation in accordance with organizational policies and donor requirements.
  8. Contribute to the preparation of project reports (weekly, quarterly, and annual), donor updates, presentations, success stories, and other internal and external reporting materials.
  9. Monitor the implementation of activities carried out by consultants, vendors, and implementing partners, and track the status of assigned deliverables and tasks.
  10. Maintain project documentation and implementation trackers, and support project monitoring, reporting, and learning through the collection and analysis of activity and performance data.
  11. Perform other project-related duties as assigned by the Senior Digital Economy Manager in support of the effective implementation of the Digital Economy Unit.


QUALIFICATIONS

  • Bachelor's degree in Economics, Public Policy, Public Administration, Business Administration, Law, International Relations, Information Technology, or a related field.
  • At least 2 years of relevant professional experience in project implementation, digital transformation, economic development, public sector reform, governance, or related fields.
  • Experience working with government institutions, international technical assistance projects, development partners, non-governmental organizations, or private sector stakeholders is preferred.
  • An understanding of digital transformation, digital public services, digital economy, innovation, entrepreneurship, or related policy areas is preferred.
  • Experience working in donor-funded or international technical assistance projects is an asset.
  • Experience conducting research, preparing analytical and project documentation, and supporting stakeholder engagement activities.
  • Strong organizational, analytical, and communication skills, with the ability to manage multiple tasks and deadlines.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and online collaboration tools.
  • Excellent written and verbal communication skills in Ukrainian and English.
  • Strong interpersonal skills and ability to build effective working relationships with diverse stakeholders.
