Performs mid-level moderately complex work.Work involves performing a variety of tasks associated with planning and development, commercial and residential permitting through the Development Services Department, including extensivecustomer service inperson,onthe phone,andinemailcorrespondence andperforminga significantamount ofdata entry. Works under minimal supervision with moderate latitude for the use of initiative and independent judgement.

Duties and Responsibilities

  • Greets the public in person and on the telephone, provides general information regarding development services, licenses, permits, building codes and development codes, answers questions, receives a variety of routine problems and complaints and directs them to the appropriate departments and staff.
  • Conducts completeness review of all applications and facilitates the submittal process by assessing scope of project and relevant requirements; educates customers regarding necessary applications and general code compliance of proposed projects.
  • Presents and explains basic application requirements and regulations to designers, engineers, developers and the public.
  • Coordinates and tracks comment resolution meetings and prepares values for monthly permitting reports.
  • Assists in completing applications by explaining requirements;assists andinteracts with professionals,permit expediters, contractors,and the public, and other departmentrepresentativesin matters relating tothe city requirements and status of submitted projects.
  • Maintainsandmanagesdepartmentfiles,recordsanddocuments,electronicallyand/or paper.
  • Rejectsincomplete applications.
  • Assists applicants with the submittal process and receivesallapplicationsintodepartmenttracking software.
  • Reportsinspectionclearanceswiththeappropriateutility companies.
  • Coordinateswithpermitsoftwareliaisonsinthecreationandupdatingofdepartmental reports.
  • Processes payment batches accurately and reconciles daily deposit.
  • Identifies projects codes needed for payments included in the deposit and coordinates with Finance Department to get codes assigned.
  • Processes refunds accurately.
  • Serves as the liaison between the Finance Department and Development Services Department when Supervisor is not available.
  • Routes escrow agreements to City Manager Office in Supervisor absence.
  • Tracks and maintains Traffic Impact Analysis deposit amounts; reconciles invoices received by third party review and prepares final amounts due back to applicant or city; prepares final approval letter.
  • Cross trains with other Development Services Technicians to assist the public with planning, zoning, development, residential and/or commercial permitting matters. This may include but not be limited to receives and processes applications, conducts completeness review for all applications and facilitates the submittal process, assigns reviews to staff, sends corrections letters and assists applicants with uploading revised documents, invoices applicants, accepts payments in person and online, and issue permits and certificate of occupancies.
  • Processesandissuesvariouspermitsbyverifyingprojectshaveobtained allnecessaryapprovals;verifies professional and contractors licenses are current and active and log pertinent information.
  • Collectsandassemblesdataandbackgroundmaterialsforreportsandspecial projects.
  • Verifies that final inspections have completed and documentation obtained; prepares Certificate of Occupancy for signatures.
  • Serves as the subject matter expert for all Solicitor/Peddler/Vendor Permits and/or Mobile Food Establishment Permits.
  • Provides support to DSD Technician’s when Supervisor is not available.
  • Serves as subject matter expert for complex applications.
  • Oversees project review deadlines are met to ensure customers receive comments by their respective due dates.
  • Reviews review coordinator queue in Supervisor absence to ensure preview assignments are assigned on time.
  • Performs other duties as assigned.

RequiredEducationandExperience

  • Highschoolgraduateorits equivalent.
  • Minimumoffouryearsoffull-timeworkexperienceinvolvingpublic contact in an office setting.

RequiredCertificateandLicenses

  • PermitTechniciancertificationthroughtheInternationalCodeCouncil(ICC)

PreferredQualifications

  • Experience working for a government entity such as a City, County, or a State agency.
  • Associate degree from an accredited college or university or technical school in a related field.
  • Five years or more of full time work experience involving public contact in an office setting.
  • Experience in development processes and development/permitting software.
  • Cash handling experience
