Summary

The development process manager will serve as a singular contact for those attempting to navigate permitting and development processes. The manager will be required to stay on top of complicated projects as they move through their respective processes, assisting the customer as needed in order to keep these projects moving. The manager will also be required to analyze processes and make appropriate change recommendations to the directors.

The development process manager will be the face of development in League City. As such, the manager will be an exceptional relationship builder, both externally and internally, and will model customer service and teach those principles to staff in both word and deed. An excellent communicator, the manager will be responsible for ensuring that all involved in the development process are on the same page and providing an exceptional experience for the customer.

• Serves as an ombudsman and singular contact/liaison for external customers.
• Monitors the progress of projects/permitting, resolving process obstructions as needed.
• Ensures that staff comments and instructions to customers are clear and free of redundancy and conflict.
• Explains/clarifies development and permitting processes and policies to external publics as necessary.
• Facilitates Development Review Committee meetings (DRC) and coordinates assigned activities from that meeting with other applicable City departments.
• Builds and maintains productive, professional relationships with development community.
• Develops methodologies associated with soliciting, gathering, and analyzing customer feedback.
• Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with City management.
• Assists the director with the identification and resolution of processes and policy issues, maintenance of the Development Handbook(s), Development Services webpages, and various SOPs needed for the development processes.
• Performs other duties as assigned.

Qualifications

• Bachelor’s degree in public administration, engineering, or a related field. Six years of experience in public administration, engineering, or planning may substitute for degree requirement.
• Three years of professional experience in the development review process in either the public or private sectors.
• Valid Driver’s License.
