Development Manager

Location – Parramatta with flexible location considered

Employment type – Temporary till 30 June 2028, Multiple positions

Salary: Clerk Grade 9/10, $ 129,464- $ 142,665 per annum + superannuation

Your role

Homes NSW is a division of the Department of Communities and Justice (DCJ). It brings together the housing and homelessness functions of the DCJ, the NSW Land and Housing Corporation, Aboriginal Housing Office and key worker housing functions from across government, all under one roof.

Homes NSW leads work to deliver more social and affordable housing, end the cycle of homelessness, and deliver quality public housing to our 262,000 tenants across NSW.

The roles will report to various Directors across Delivery, across Metro and Regional areas. The purpose of the role is to support the delivery of a range of residential projects, including secondary dwellings, dual occupancies, medium density & large-scale urban renewal, with projects delivered through traditional and modern methods of construction. The role also includes financial and economic justification, planning, procurement, development, project management and financial control of projects.

What you’ll do

  • Manage a range of residential projects through the project lifecycle from inception to completion, ensuring effective planning, stakeholder management, and operative financial and risk management processes, to guide project delivery in meeting business objectives.
  • Deliver project outcomes to ensure all projects are scoped, planned, costed, resourced and aligned with program objectives and client needs.
  • Manage governance arrangements to ensure cost, time and quality of planning and approvals.
  • Establish and proactively manage positive working relationships with project stakeholders
  • Manage risks to projects and initiatives, and develop, communicate and implement risk mitigation plans and strategies.
  • Prepare and contribute to a range of strategic and operational documentation, including briefing papers, discussion papers, reports, submissions and responses to provide and seek information to project stakeholders.
  • Ensuring all projects meet milestones, achieve objectives, are managed within budget given the high-volume work environment and demands resulting from tight timeframes and competing priorities.

What we’re looking for

  • Tertiary qualifications in construction management, property development or a relevant business discipline or equivalent experience.
  • Knowledge and understanding of property, construction and development processes.
  • Intermediate project management skills and experience.
  • A willingness and aptitude to learn about Modern Methods of Construction (MMC) and alternative planning pathways.
  • The role may involve travel both locally and regionally, including overnight travel, as required by the business and/or directed.
