Job Description

Hours per fortnight

73.50 hours per fortnight.

Duties:

  1. Lead the development of commercial and financial feasibility for development parcels across the Macquarie Point Precinct, including cashflow modelling, sensitivity and scenario analysis, identification of revenue opportunities, value optimisation strategies, staging pathways, and maintenance of development assumptions underpinning the Base Case and Finance Strategy.
  2. Lead and coordinate concept design testing to inform development feasibility and land release decisions, including massing studies, yield optimisation, land parcelisation, and built‑form envelope analysis, ensuring alignment with the Site Master Plan, Precinct Development Plan and urban design objectives.
  3. Develop and implement land release strategies and commercial structures for development opportunities, including freehold, leasehold, development agreements and alternative delivery models, providing advice on ownership models, risk allocation, procurement strategy and developer interface obligations.
  4. Prepare and coordinate development transaction inputs including Heads of Agreement, Project Development Agreements, Expressions of Interest and Requests for Proposal, and lead market sounding, industry engagement and competitive tension strategies to position the precinct effectively.
  5. Coordinate and participate in the evaluation of development proposals, including assessment of commercial capacity, financial viability, delivery capability and urban design outcomes, and contribute to negotiations with developers, investors, advisors and delivery partners.
  6. Provide authoritative commercial and property development advice to the Executive, Board and Government stakeholders, including preparation of Board papers and briefings, identification and management of commercial, delivery and transaction risks, and ensuring compliance with legislative, regulatory and governance frameworks.
  7. Build and maintain strong relationships with internal and external stakeholders to support development outcomes, represent the Corporation within a commercially sensitive environment, provide task leadership or guidance as required, and actively contribute to a safe, collaborative and high‑performing team environment.
  8. Perform other duties at the classification level that are within the employee’s competence and training.
  9. Actively participate as part of our team, maintaining an understanding of current work and priorities, the operating environment and contributing to a safe, productive and supportive team environment.

Desirable Requirements

  • Demonstrated experience in property development, urban renewal or major mixed-use precinct projects at a management or leadership level.
  • Relevant postgraduate qualification (e.g. Masters in Property, MBA, Urban Development, Applied Finance)
  • Membership of relevant professional bodies (e.g. API, RICS, UDIA, PCA)
