Scope of Work:

Capio Group is looking for an experienced Development Lead to work as part of the team supporting a large-scale information technology modernization initiative to replace an approximately 30-year-old legacy system. The existing solution uses a PowerBuilder application with an Oracle database and supports the appointment and regulation of notaries public as well as the processing of Apostilles. The new solution will be a modern, cloud-based platform designed to digitize and streamline these services while supporting secure online capabilities, external integrations, Remote Online Notarization requirements, and future statutory and operational changes. The project encompasses the planning, architecture, design, development/configuration, testing, integration, data migration, implementation, training, stabilization, maintenance, and operational support of the system. The complete solution will include user interfaces, data models and databases, secure integration mechanisms and APIs, re-engineered business processes, system documentation, training materials, and ongoing support mechanisms. Project activities will involve supporting a hybrid Agile implementation delivered through multiple Program Increments, working collaboratively with client business and technical stakeholders, external partners, and other project participants.

The Development Lead will be responsible for tasks including but not limited to:

• Managing all design, development, integration and implementation tasks, activities and resources.
• Leading and managing all development activities and ensuring that the solution supports the requirements.
• Managing all Program Increment tasks and activities.
• Leading and managing Hybrid agile development efforts to deliver incremental Solution technical requirements, design, configuration, customization, features testing, and implementation.
• Coordinating release content and efforts based on the backlog, Application Programming
• Interfaces (API), third-party applications and updates.
• Managing risks and resolving issues that affect system performance, release scope, schedule, and quality.
• Coordinating and ensuring satisfactory completion of data migration, data integration, security, testing and all other areas with the respective Contractor and the client Leads for these areas.
• Planning and managing all development and release activities.
• Managing configuration management methodologies, technologies and needs.
• Overseeing and ensuring that documentation of key information, such as build and release procedures, dependencies, and defect fixes are reflected and documented accurately in the appropriate Deliverables documentation.
• Leading the day-to-day activities of the technical staff who are engaged in the technical development and management of the Solution.
• Managing technical resources to ensure that all technical issues are resolved.
• Assessing proposed design alternatives based on all identified constraints, such as cost, schedule, usability, and reliability.
• Developing solution components that protect Solution and data by establishing policies, practices, and tools that prevent unauthorized access, unauthorized use, unauthorized disclosure, unauthorized modification, or disruption.
• Developing and delivering the Solution security design and overseeing implementation of security roles, separation-of-duties analysis rules, security role provisioning solutions, and application security scanning.
• Ensuring security-related solution functions comply with the Contract requirements.
• Managing the creation and maintenance of user accounts, and roles, as well as managing role hierarchy, function security policies, data security policies, and provisioning.
• Managing security features, such as encryption and masking of sensitive data like credit card information, PII, and bank account numbers.
• Identifying and resolving weaknesses and vulnerabilities in the Solution.
• Performing security and penetration testing of all infrastructure and application components.
• Creating the security test plan for infrastructure and all application components. Mapping security test plan items to NIST controls in conjunction with the client.
• Coordinating Contractor’s response to information security vulnerabilities, incidents, breaches, audit requests and reporting.
• Providing the security implementation plan and architecture topology in advance of code deployment.
• Working with the client to ensure that all security configurations and policies are in place.
• Working with the Test Lead to ensure that all security testing, including penetration testing of all infrastructure and application components are in compliance with requirements.
• Planning and leading implementation of accessibility standards, ensuring compliance with Web Content Accessibility Guidelines (WCAG) 2.2 meeting AA standards, Section 508 of the United States Rehabilitation Act, and Americans with Disabilities Act (ADA) guidelines.
• Participating in design sessions with various team members to ensure that accessibility requirements and considerations are taken into account early in the design process.
• Collaborating with Contractor developers on accessibility principles, solution development, code review, issue remediation, and best practices, including but not limited to, providing resources and leadership on accessible design, color contrast, error handling, usage of Accessible Rich Internet Applications (ARIA) attributes, document accessibility and testing.
• Actively participating in all aspects of the software development lifecycle (SDLC), and resolving accessibility issues from design, development, testing and through deployment.
• Leading accessibility audits of the design and solution, identifying accessibility issues, areas for improvement, and recommending appropriate fixes.
• Leading automated and manual accessibility testing, in collaboration with the Test Lead, to test tools utilized by people with disabilities, including but not limited to keyboard navigation, screen reader testing, semantics testing, color contrast, focus, reading order, alternative text, language, and reading level.
• Developing reports and logging defects with detailed findings, including the type of violation, references to WCAG guidelines and other applicable laws, screenshots, severity levels, and recommendations for remediation.
• Performing regression testing to ensure accessibility bug fixes and documenting the results.
• Coordinating activities with designers, developers, users, project managers, stakeholders and providing guidance on accessibility best practices and techniques, including the applicable laws and regulations, to ensure that accessibility is considered and implemented throughout the project lifecycle.

Mandatory Experience:

1. Within the last ten (10) years, must have at least three (3) years of experience as the Development Lead or similar lead role/title on one or more ***Qualifying Software Solution implementation projects.
2. ***A Qualifying Software Solution must meet all of the following attributes:
3. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
4. • A solution that can accommodate at least twenty (20) internal end users;
5. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
6. • A solution that manages highly confidential data and Personal Identifying Information; and
7. • A solution that provides a secure data exchange interface with external system(s).
8. Within the last ten (10) years, must have at least three (3) years of experience on a ***Qualifying Software Solution managing an agile or hybrid agile software development or similar agile development methodology.
9. ***A Qualifying Software Solution must meet all of the following attributes:
10. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
11. • A solution that can accommodate at least twenty (20) internal end users;
12. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
13. • A solution that manages highly confidential data and Personal Identifying Information; and
14. • A solution that provides a secure data exchange interface with external system(s).
15. Within the last ten (10) years, must have at least three (3) years of experience as a technical team leader performing oversight of technical staff resources, resolving system defects and reporting resolutions.
16. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.

Desirable Experience:

1. Possession of a bachelor’s degree or higher in Computer Science, Information Technology, Computer Engineering, Information Systems, Mathematics, or equivalent. A copy of the degree must be provided upon request. Degree is required and cannot be substituted with an experience.
2. Within the last ten (10) years, must have at least three (3) years of experience in designing and implementing a ***Qualifying Software Solution with electronic data processing.
3. ***A Qualifying Software Solution must meet all of the following attributes:
4. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
5. • A solution that can accommodate at least twenty (20) internal end users;
6. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
7. • A solution that manages highly confidential data and Personal Identifying Information; and
8. • A solution that provides a secure data exchange interface with external system(s).
9. Within the last ten (10) years, must have at least three (3) years of experience developing a distributed and multi-tiered cloud-hosted application.
10. Within the last ten (10) years, must have at least three (3) years of experience developing APIs and web services for *high volume simultaneously transactional systems (refers to systems designed to handle a large number of transactions occurring concurrently, or at the same time.) similar to metrics of the ***Qualifying Software Solution.
11. ***A Qualifying Software Solution must meet all of the following attributes:
12. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
13. • A solution that can accommodate at least twenty (20) internal end users;
14. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
15. • A solution that manages highly confidential data and Personal Identifying Information; and
16. • A solution that provides a secure data exchange interface with external system(s).
17. Within the last ten (10) years, must have at least two (2) years of experience on a project that implemented a ***Qualifying Software Solution that involved integration of multiple system interface(s).
18. ***A Qualifying Software Solution must meet all of the following attributes:
19. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
20. • A solution that can accommodate at least twenty (20) internal end users;
21. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
22. • A solution that manages highly confidential data and Personal Identifying Information; and
23. • A solution that provides a secure data exchange interface with external system(s).
24. Within the last ten (10) years, must have at least five (5) years of experience as a full-stack development lead on a ***Qualifying Software Solution’s development project.
25. ***A Qualifying Software Solution must meet all of the following attributes:
26. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
27. • A solution that can accommodate at least twenty (20) internal end users;
28. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
29. • A solution that manages highly confidential data and Personal Identifying Information; and
30. • A solution that provides a secure data exchange interface with external system(s).
31. Within the last ten (10) years, must have at least five (5) years of experience on projects using both relational and non-relational (or non-SQL) databases.
32. Within the last ten (10) years, must have at least three (3) years of experience with developing an *enterprise level workflow engine. An enterprise workflow engine is a software platform, service or library that automates and manages the execution of business processes, orchestrating a series of tasks and decisions.
33. Possession of one or more industry-recognized certifications relevant to roles and
34. responsibilities, such as Microsoft Certified: Azure Developer Associate. A copy of the certification must be provided upon request. Certification is required and cannot be substituted with an experience.
35. Within the last ten (10) years, must have at least one (1) year of Notary Automation experience.
