Reporting to the Manager, Development Engineering, the Development Engineering Programs Coordinator is responsible for coordinating the reviews and recommending approval of subdivision and site plan engineering submissions. Undertakes the full detailed engineering review on complex projects that require an advanced level of municipal engineering knowledge and expertise. Serve as the senior technical advisor by providing technical support to the Project Coordinators.

Key Duties and Responsibilities

  • Review development applications and prepare draft plan conditions of approval
  • Provide technical and servicing knowledge input to Master plans and functional servicing reports, and participate in the implementation process
  • Administer development agreements, and ensure submissions meet City and other standards
  • Recommend completed plans for approval
  • Functionally supervise the engineering review process and participate in the improvement of documentation and establishment of important procedures and processes
  • Coordinate construction activities and keep stakeholders adequately informed
  • Issue site alteration permits for pre-grading and pre-servicing works in advance of executed agreements, as applicable
  • Plan, organize and supervise the daily activities related to a variety of land development applications
  • Oversee the activities associated with the processing of development applications pertaining to technical review, agreement preparation, consultations, and pre- and post-construction requirements
  • Undertake technical and detailed reviews of engineering drawings, reports and studies on complex projects that require advanced engineering knowledge and expertise
  • Process and assemble information for various types of development agreement preparation, and liaise with Legal department
  • Coordinate, prepare and execute agreements, and ensure quality control
  • Prepare staff reports as required
  • Educate, coach and mentor Project Coordinators and provide leadership in the administration of the development application and construction processes
  • Review and provide input on staffing levels and resource capacity
  • Evaluate and continuously look for ways to streamline and increase efficiencies
  • Research industry trends, technology and new products on the market
  • Maintain current knowledge of construction and municipal servicing
  • Assist with the review and updating of City polices, practices and procedures related to Development Engineering such as development agreements, development approval conditions, revisions to City standards, etc.
  • Mitigate issues, negotiate successful resolution
  • Serve as an expert witness at LPAT hearings as required
  • Respond to enquiries from internal and external stakeholders regarding development matters
  • Mediate conflicts and unforeseen circumstances during construction phase
  • Review and identify service needs in collaboration with the Manager and Director, and provide input on minimum service levels to deliver final engineering approvals and agreements to meet the needs/expectations of the development community
  • Provide input on the annual budget and tariff of fees by-law
  • Represent the City on external technical advisory, working groups and forums
  • Track relevant legislations, policies, acts to ensure compliance
  • Lead special projects from time to time to deal with ensuring that the Division is employing current and best practices and employing efficient processes

Education and Experience

  • Degree in Civil Engineering or related discipline
  • Certified Engineering Technologist (CET) is required
  • P. Eng designation is an asset
  • 5 years related experience

Required Skills/Knowledge

  • Proficient in Microsoft Office Suite, ArcGIS, Palis, OCE Web, Adobe
  • Experience in delivery, design, construction and commissioning of municipal infrastructure
  • Knowledge of municipal servicing and the related environmental protection procedures, restrictions and specifications
  • Technical design skills
  • Familiarity with design standards for municipal servicing and construction activities, techniques and materials testing and acceptance methods

  • Must possess a valid Ontario Class "G" Driver's License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire
