MISSION:

It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.

JOB PURPOSE:

Under limited supervision by the County Manager and/or Community Specialist IV, the Detention Case Manager (DCM) will monitor juveniles in pre/post adjudication status who are placed on house arrest in the form of an electronic monitor. The DCM will focus on prevention, reintegration, and empowerment for continued success.

JOB RESPONSIBILITIES:

Serves as a DCM for juveniles pre/post adjudication placed under court ordered house arrest (i.e. electronic monitor).

The DCM will perform daily compliance checks that will be monitored thru the web-based surveillance system and regular in-person contact.

Conducts pre-release investigations by administering an assessment of the juvenile.

Identifies the most appropriate alternative to detention.

Formulate a plan for the juvenile to remain in the community in lieu of detention.

Develops a comprehensive report for court officials that emphasis family-focused interventions and positive reinforcement.

Provides status updates and staffing notes to the assigned County Case Manager/Intensive Supervision Officer and/or supervisor.

Maintains case files to include JJMS data entry in accordance with Agency Policy and Procedures.

Provides alternatives to prosecution or further detainment by encouraging a least restrictive environment and reducing punitive practices.

Promotes community safety and restorative justice practices to address repair of harm/compensation to victim and community.

Performs other related duties as requested or required.

Examples of duties

STATE MINIMUM REQUIREMENTS:

A bachelor’s degree and related experience.

ADDITIONAL REQUIREMENTS:

Knowledge of the Juvenile Detention Alternatives Initiative (JDAI) and DJJ’s mission.

Ability to reduce inappropriate/unnecessary detention and lengths of confinement via fact-gathering, interviewing techniques, and assessments.

Ability to communicate effectively, both orally and in writing to include but not limited to court report submissions.

Ability to enhance and work with community collaborative initiatives.

Ability to facilitate and broker services for juveniles, their families and victims.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.

Qualifications

PREFERRED AGENCY REQUIREMENTS:

A bachelor’s degree in behavioral sciences, criminal justice, or related field and experience with electronic monitoring systems or related field such as case management experience.
