Designated Entry Attendant – Utility Distribution Operations and Maintenance

Location: Washington, DC | Capitol Power Plant

Position Summary

LAUKOA is seeking a Designated Entry Attendant to monitor safe tunnel entry and maintain communications with personnel working in confined spaces at the Capitol Power Plant. This is a full-time assignment during the Monday–Friday day shift, 6:00 a.m. to 2:30 p.m. The position is designated essential and requires 24/7 on-call availability for critical repairs and emergency work.

Essential Duties and Responsibilities

  • Maintain communication with personnel inside utility tunnels and monitor entrant safety.
  • Perform the assigned Confined Space Supervisor role and correctly complete entry permits.
  • Collect required readings from attendants and maintain entry documentation.
  • Secure egress hatches against pedestrian access.
  • Follow applicable confined space procedures and coordinate emergency communications.
  • Read floor plans to navigate facilities and support safe entry operations.
  • Maintain familiarity with the Emergency Operating Plan and support assigned emergency response activities.

Minimum Qualifications

  • Completed 30-hour OSHA safety course or 40-hour USACE Construction safety course.
  • At least one (1) year of experience in the labor field.
  • High school diploma or equivalency.
  • Valid driver’s license.
  • Ability to read floor plans to navigate facilities.
  • Ability to lift, move, and carry weights up to 50 pounds, with or without reasonable accommodation.
  • Required licenses and certifications must be valid and current upon contract award.
  • Obtain and maintain tunnel-entry certificates in asbestos awareness, permit-required confined space, and heat stress prevention; maintain annual refreshers for asbestos awareness and heat stress prevention.

Required Knowledge, Skills, and Abilities

  • Ability to maintain reliable communications and accurate permit documentation.
  • Knowledge of applicable confined space entry procedures and the ability to monitor personnel safety.
  • Attention to detail when collecting readings and securing entry and egress areas.
  • Basic proficiency in Microsoft Word, Excel, Access, PowerPoint, Project, Outlook, Teams, SharePoint, and the CMMS tools needed for assigned duties.
  • Effective listening, business writing, and verbal communication; ability to adapt to shifting priorities and coordinate with stakeholders.

Security Requirements

  • Must receive favorable United States Capitol Police screening and complete required fingerprinting, photography, and badging before unescorted site work.
  • Must satisfy employment-authorization verification through E-Verify and comply with site access and identification requirements.

Physical Requirements

  • Ability to perform the essential duties and access assigned work areas, with or without reasonable accommodation.
  • Ability to lift, move, and carry weights up to 50 pounds, with or without reasonable accommodation.
  • Ability to monitor tunnel access areas and maintain attentive communication throughout entry operations.
  • Ability to follow required entry procedures and use appropriate personal protective equipment.

Wage Rate

Between $27.18 - $43.77 per hour (included is $5.42 for Health & Welfare)
