TxDOT's Austin District has job openings for Design Tech Specialist (Transportation Specialist) II, III or IV with the North Austin Area Office. This position provides high-level technical expertise and coordination for transportation programs involving design, construction of transportation systems, traffic operations, and maintenance of highways in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. This position will help coordinate and perform technical work related to new utility installation permits, and utility coordination of TxDOT projects. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

This position is for one Design Tech Specialist (Transportation Specialist) II, III or IV. Salary Plan/Grade:
Transportation Specialist II: B20 ($51,158- $81,351/yearly)
Transportation Specialist III: B21 ($54, 278 - $87,046/yearly)
Transportation Specialist IV: B22 ($57,614 - $93,138/yearly)

The Essential Duties for a Transportation Specialist II, III & IV Include:

• Evaluates and analyzes highly complex design issues.
• Assists in overseeing design work among TxDOT entities, consultants and contractors.
• Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
• Assists in planning, developing, administering and monitoring district maintenance contracts and service agreements.
• Assists in prioritizing and scheduling projects.
• Coordinates communication between district/division/Department of Public Safety and other external entities.
• Coordinates compilation of complete plan packages for submission to the responsible engineer for review and signature.
• Coordinates with staff and area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right-of-way and maintenance operations.
• Reviews and oversees plan packages submitted by consultants.
• Serves as technical member on transportation-related projects.
• Performs other job responsibilities as assigned. This position requires you to drive for TxDOT

Minimum Qualifications for Transportation Specialist II, III & IV:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience:
Transportation Specialist II: 4 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full-time or prorated part-time equivalent).

Transportation Specialist III & IV: 5 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full-time or prorated part-time equivalent).

Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.

The Competencies for a Transportation Specialist II, III & IV Include:

• Design and plan preparation methods and requirements
• Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
• The Texas Manual on Uniform Traffic Control Devices
• Program/project planning, development, and management methodologies
• Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and
  adjusting for problems/roadblocks
• Public relations for maintaining effective working relationships with individuals and groups, both internal and external
• Applying engineering principles, practices and methods in job responsibilities
• Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
• Reading and interpreting applicable plans, schematics, blueprints and maps
• Knowledge of the Utility Accommodation Rules
• Planning, coordinating and handling multiple projects within area of responsibility to meet short- and long-term deadlines
  

Physical Requirements and Working Conditions:

• Subject to environmental conditions; protection from weather but not temperature changes
• Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
• Balancing-walking, standing, crouching on various surfaces without falling
• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
