Summary

The Deputy Trustee – Outreach Director a non-civil service position located within the Metropolitan Trustee’s Office. The Deputy Trustee – Outreach Director reports directly to the Metropolitan Trustee. This position serves the Administration team and directs the overall management and implementation of internal and external outreach and community engagement including working with communications director on the marketing and public relations for initiatives that support the Office of the Metropolitan Nashville & Davison County Trustee mission, vision, and values.

The Office of the Trustee is a Constitutional office that was established as a tax collection agency for each county in the state of Tennessee. The Trustee in Davidson County collects Real Property, Personalty and Public Utility Taxes. This office also administers the State of Tennessee Tax Relief Program, Tax Deferral Program, Tax Freeze Program, collects and processes Delinquent Taxes, Central Business Improvement District Taxes, Gulch Central Business Improvement District Taxes and Vegetation Liens.

Examples of duties

• Works collaboratively as a liaison on behalf of the Trustee with councilmembers, community faith leaders, non-profit organizations, and other stakeholders to identify areas of collaboration. Create strategic plans to grow and deepen relationships with other community leaders for outreach initiatives.
• Organizes and facilitates community presentations.
• Corresponds with various stakeholders in the community via email, text messaging, phone calls, and in person meetings to advance the mission of the Metropolitan Trustee's Office.
• Gathers, collects, and assesses data based on meetings, surveys, presentations, and audience feedback to inform decision making processes for effective communication and policy work.
• Collaborates with communications director to identify new and emerging trends and align priorities with taxpayer’s needs. Also, to better engage taxpayers and allies in innovate tax policy practices.
• Maintains open and constant contact with the Trustee on all phases of outreach directors assigned duties.
• Leads efforts to expand Tax Relief/Freeze awareness and consults tax relief/freeze staff to expand the number of persons on the program.
• Develops projects to increase community awareness on Tax Freeze/Relief, and other resources Assist and support office operations when other Executive staff members may be away.
• Works with office staff and consultants responsible for designing and producing community engagement and outreach events.
• Demonstrated ability to manage to an outcomes-based approach; proven experience of outreach and mobilization, managing to outcomes, and developing and using data to inform continuous improvement and decision-making; proven track record of exceeding goals and a bottom-line orientation; evidence of the ability to consistently make strategic decisions through a combination of analysis, wisdom, experience, and judgment.
• Manages communications with the communities impacted by the Office’s initiatives and projects to understand needs and to improve the communities served.
• Proven leadership and success in engagement and mobilization at the individual, community, and organizational levels, strong interpersonal and relationship building skills, with the demonstrated ability to engage and influence others.
• Serves as a contributing member of the Metro Nashville & Davidson County Trustee leadership team.
• Assists with the completion of Tax Relief and Tax Freeze applications
• Works and assists with managing office interns
• Performs related work as required.

Qualifications

High School Diploma or equivalent and five (5) years in community organizing, non-profit management, public affairs, or a related field.

"Additional education may be considered In lieu of some experience (1:1 Ratio)"
