Buncombe County is hiring one (1) Deputy Register of Deeds I, an in-person position within the Recording Department. This individual will report to the Assistant Register of Deeds. The Recording Department primarily reviews real estate documents for processing, maintains the public record, and facilitates access to the records.

The Recording Department is charged with executing the duties as prescribed by General Statute, regarding real estate recording. The department maintains integrity of the public record and provides a welcoming and safe environment for all members of the public. Responsibilities include document review, collecting of state mandated recording fees, and providing excellent customer service to those with a variety of questions and concerns. The role requires the ability to communicate well, attention to detail, and willingness to learn. This role is a customer support based in a community focused department that values teamwork, professionalism, and proactive service. The employees must relocate or reside within a 2-hour drive from 200 College Street, Asheville NC 28801 within 6 months of hire.

Purpose of the position:

The purpose of this position is to perform specialized administrative support/customer service in the filing, indexing, recording, and maintaining of legal documents for the Register of Deeds.

Minimum Education, Training and/or Experience (required at time of hire): Bachelor’s degree in public administration, business, accounting, or related field; or an associate degree in related field and two (2) years of experience in an office setting requiring forward facing customer service duties; or an equivalent combination of education and experience.

Additional Training and Experience: Ability to read, write and speak Spanish fluently is preferred.

Essential Functions of the position:

  • Receive deeds, deeds of trust, powers of attorney, assumed business name certificates, plats and other papers; collect recording fees and issue receipts.
  • Index various real estate documents which include deeds, deeds of trust, powers of attorney, assumed business name certificate, plats, plans and other papers.
  • Receive, scan, file, locate, copy, and certify birth, death, and marriage records and submit amendments to these records to the Bureau of Vital Statistics.
  • Scan, file, locate, copy, and issue certified copies of real estate documents recorded with the office.
  • Issue birth and death certificates and accept applications for delayed birth certificates.
  • Issue marriage licenses.
  • May administer oath of Notaries Public upon receipt of appointment, and maintains records as needed.
  • Collect proper fees for documents processed.
  • Maintain integrity of historical public record as mandated by North Carolina General Statute.
  • A wide range of clerical duties.
  • Perform other related duties as assigned.

Knowledge, Skills, Abilities:

  • Ability to detect inaccuracies in various legal instruments submitted for processing.
  • Ability to work under pressure with frequent interruptions.
  • Ability to understand and follow moderately complex oral and written instructions.
  • Ability to deal tactfully and courteously with the public.
  • Knowledge of modern office practices, computer skills, equipment, and standard clerical techniques.
  • Knowledge of the functions and procedures of the Register of Deeds Office.
  • Knowledge of the laws relating to matters under the jurisdiction of the Register of Deeds.
  • Knowledge of the nature and content of a variety of documents processed in the Register of Deeds Office.
  • Ability to exercise sound judgment and deal tactfully with a wide range of the public while enforcing laws and regulations of the North Carolina General Statues.
  • Ability to type accurately at an average rate of speed.

Typical Work Schedule: Adheres to assigned work schedule as outlined in the Department and County attendance policies and procedures.

During a State of Emergency, and at the discretion of the County Manager, county employees may be called in for service. This includes both essential and non-essential personnel.
