MassDEP seeks applicants for the position of Deputy Regional Director for the Bureau of Waste Site Cleanup (BWSC).Reporting to the Regional Director, this position is responsible for developing and exercising an efficient system of strategic project management, decision-making, problem solving and communications relating to compliance and enforcement and issues related to audits, sites, federal facilities, PFAS investigations and emergency response in the Regional Office.

As a public manager, the DRD will be responsible for the implementation within this unit of Affirmative Action principles, Americans with Disabilities Act, Minority Business Enterprise Procurement, and Department personnel policies and procedures in accordance with state and federal rules.

Duties include, but are not limited to, the following:

  • Planning, directing and overseeing all Bureau compliance, enforcement, assessment and remediation activities.

  • Providing advice on complex/unique engineering and technical projects.

  • Designing and implementing systems for measuring environmental protection efforts and staff performance.

  • Identifying mechanisms for integrating programs.

  • Allocating and distributing Regional Office technical and support resources.

  • Developing and implementing public outreach.

  • Directing preparation of budget requests and personnel requests.

  • Participating with senior management staff in legislative and policy development matters.

  • Representing the Commissioner and/or Regional Director with key stakeholders.

  • Managing personnel activities.

Preferred Qualifications:

  • Demonstrated strong leadership abilities and supervisory experience.

  • Knowledge of statutes and regulations concerning MCP/21E Cleanup standards as well as environmental regulatory activities, environmental law and engineering and science and data management.

  • Proven ability to exercise sound judgment and effective decision-making within a large multi-bureau Department.

  • Excellent interpersonal and public speaking skills; ability to explain complex regulations and technical information in clear and concise written documents; experience giving technical presentations.

  • Ability to work effectively with outside stakeholders and regulated entities.

  • Ability to solve problems and resolve conflicts in an expedient manner demonstrating advanced negotiation and mediation skills.

  • Ability to rapidly and appropriately adjust priorities to meet emerging or changing program requirements.

  • Ability to establish and achieve goals and in so doing, hold staff accountable to the highest standards of professionalism and integrity.

  • Ability to foster professional growth of staff through training, performance review and recognizing individual accomplishment.

  • Demonstrated knowledge of the principles and practices of management including planning, organizing, directing, problem solving, team building, organizational behavior, and employee relations.

  • Knowledge of state laws, rules and regulations pertaining to environmental protection and public health.

  • Ability to think creatively to develop new and innovative approaches to compliance, enforcement and environmental protection, forecast results and measure impacts on the region, the environment and stakeholders.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
