The successful candidate will help agencies plan, procure, negotiate, and administer critical contracts that advance complex transportation and technology programs. Acting as a trusted owner's representative, this individual will provide strategic procurement leadership, governance support, risk management, and contract administration services from procurement planning through contract execution and implementation.
Responsibilities include:
-Serve as the owner's representative for procurement and contracting activities throughout the project lifecycle.
-Advise public agency clients on the selection of procurement methods, delivery approaches, and contract packaging strategies.
-Lead planning and delivery efforts for technology systems, tolling systems, operations services, professional services, construction, and maintenance contracts.
-Prepare Requests for Information (RFIs), Requests for Qualifications (RFQs), Requests for Proposals (RFPs), Invitations for Bids (IFBs), and related procurement documents.
-Develop procurement schedules integrated with overall program and project schedules.
-Coordinate procurement and implementation activities across technical, legal, finance, operations, information technology, and executive stakeholders.
-Prepare procurement record documentation and recommendation materials for executive management, commissions, boards, and governing bodies.
-Establish and administer procurement risk management processes, including procurement-specific risk identification and mitigation strategies.
-Advise clients on DBE, SBE, Title VI, and other equity-related procurement considerations.
-Manage consultant, vendor, and contractor onboarding and transition activities.
-Support contract administration activities including amendments, change orders, option exercises, and performance monitoring.

Locations:
Oakland, CA, San Francisco, CA, San Jose, CAThe approximate pay range for the California San Francisco Bay Area is $225,746.07 - $360,607.36. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
