Job Description

Everforth ECS is looking for a Deputy Program Manager/Business Analyst to support its work in Quantico, VA.

The Deputy PM will assist with the overall execution of program activities for the Marine Corps M&RA client at Quantico, VA. Own project planning, delivery, staffing, and client relationship management, ensuring the program meets contract requirements and supports Marine Corps manpower and reserve component priorities. This candidate will also serve as the liaison between the functional manager and the development team, translating business needs into clear technical requirements.

Project Manager Responsibilities

  • Partner with the Program Manager to align deliverables with program goals.
  • Develop detailed project plans and schedules that define major tasks, milestones, resource requirements, and deliverables based on scope, budget, and personnel.
  • Plan, organize, coordinate, track and report on the full project lifecycle for project initiatives, including planning, design, development, testing, and implementation to meet defined requirements.
  • Oversee project from initiation through closeout, encompassing all phases: planning, execution, monitoring and controlling, and formal closeout.
  • Identify project needs and align resources (personnel, tools, budget, etc.) required to ensure successful program execution.
  • Monitor program and schedule performance across multiple on-going tasks, identifies potential risks and delays, analyzes impacts to program objectives, and develops and provides timely recommendations and mitigation strategies to leadership.
  • Work closely with the Government Program Manager, Lead Engineer, and Contracting Officer Representative in the accomplishment of the program’s mission.

Business Analyst Responsibilities

  • Lead requirements-gathering sessions, interviews, and workshops with functional managers to capture user needs, pain points, and desired outcomes.
  • Document functional and technical requirements (user stories, use cases, requirements traceability matrices) and validate them with business and development stakeholders.
  • Create and maintain clear documentation and "how-to guides" for end users, covering new tools, processes, and system changes.
  • Support process documentation (SOPs, workflows, requirements traceability matrices).
  • Translate technical changes into plain-language instructions so non-technical staff can easily adopt new functionality.
  • Assist in quality assurance reviews of deliverables before submission to the USMC client.
  • Participate in client meetings on-site at Quantico, capturing action items and tracking follow-ups.
  • Act as a go-between during development sprints or builds — clarifying requirements, answering developer questions, and confirming delivered functionality meets the functional manager's intent.
  • Document current-state operational workflows and data flows and support the definition of future-state requirements.
  • Translate business, regulatory, and stakeholder requirements into clear technical and process documentation.
  • Support the enterprise/solutions architect in evaluating technology options and documenting the implications of architecture and design decisions.
  • Identify dependencies, risks, and gaps between requirements and delivered work, and help the team resolve them.
  • Coordinate with stakeholders across design, research, and engineering to keep requirements accurate and up to date.

Qualifications

Required Qualifications

  • Project Management Professional (PMP) Certification.
  • Bachelor's Degree in Business or related discipline.
  • Active Public Trust clearance (or ability to obtain one).
  • Strong leadership, organizational, and client relationship management skills.
  • Experience with project tracking tools (e.g., MS Project, Jira, Smartsheet, SharePoint).
  • Familiarity with Marine Corps manpower, personnel, or reserve affairs programs.
  • Demonstrated strong proficiency in Microsoft Project and Planner, including developing, maintaining, and updating integrated project schedules, milestones, and deliverables.
  • Proven ability to collaborate with and communicate across diverse teams, including internal delivery teams, external service providers, and subcontractors, to define scope, schedule, cost, and quality management plans.
  • Proven experience bridging business and technical teams.
  • Demonstrated experience in executing, monitoring, and managing projects to successful, high-quality and on-budget completion.
  • Strong technical writing skills, with experience creating user guides, SOPs, or training materials.
  • Must be able to work on-site full-time at Quantico, VA.
  • Strong analytical, Excel, and data visualization skills (e.g., Power BI, Tableau).
  • Excellent written and verbal communication skills.

Desired Skills

  • Experience with Agile/Scrum development environments.
  • Lean Six Sigma Green Belt or similar project management certification.
  • Experience with documentation tools (e.g., SharePoint, Confluence, SnagIt, Camtasia).
  • Experience with Marine Corps manpower or personnel systems (e.g., MCTFS, MoL).
  • Certification in Business Analysis (CBAP, PMI-PBA).
  • Prior experience supporting USMC M&RA or similar DoD manpower commands at Quantico.
