HOURS OF WORK: Monday through Friday - 8:00am to 5:00pm

Examples of duties

The Deputy Purchasing Director (Deputy) position manages the commodities section of the Purchasing Department to deliver lawful and ethical procurement of goods and service to the Municipality of Anchorage. This position supervises four direct reports while ensuring materials and services meet organizational requirements for quality, volume, availability, and pricing. Provides professional procurement guidance internally and externally based on knowledge and interpretation of the City Charter, Municipal code, and Departmental policies. Conduct the proper orientation for interviewing, decide whom to hire, and ensure proper training of new employees is completed. Understand and demonstrates substantial governmental purchasing and contracting; is intimately familiar with all phases of informal and formal solicitations, Pre-Award and award procedures, contract formation & execution, contract administration, and follow-on contract management; is aware of, and properly applies, requirements established by Federal Regulations, Alaska State Statue, Municipal Charter, and all policy/procedures promulgated under Title 7 of the Anchorage Municipal Code. Provides effective communication with sharing policies and procedures, active supervision, holding team meetings, direction, and management to Purchasing Department personnel; train, facilitate, and execute the daily operations, administration, and applications in SAP supporting the department. The Deputy has the leadership and the freedom to make sound decisions and implement them to the team and the MOA, have detailed knowledge of commodity services and materials, professional services, and purchasing card best practices and applies them in all procurement processes. Other duties as assigned.

Qualifications

High school diploma, GED, or equivalent and nine (9) years of experience specific to the department (see below for the department relevant experience) which includes three (3) years in a supervisory and/or lead position.

OR

Associate’s degree in Business Administration, Public Administration, Finance, Economics or Human Resources a related discipline and seven (7) years of experience specific to the department (see below for the department relevant experience) which includes three (3) years in a supervisory and/or lead position.

OR

Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Human Resources or a related discipline and five (5) years of experience specific to the department (see below for the department relevant experience) which includes three (3) years in a supervisory and/or lead position.

For all applicants, employment is conditional based on a satisfactory background check, which includes criminal, education, and employment history.

A Valid State of Alaska Driver’s License at time of hire.

Preferences:

Certified Procurement Manager (CPM) certification

Experience Required by Department Assignment:

Experience must be in government purchasing with contracting experience.

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska Driver's License, and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states, if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history. All required certifications and licenses must remain current for the duration of employment.

Military Service Interview Preference:

Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
