Cumberland County’s Innovation & Technology Services Department plays a critical role in keeping the organization connected, secure, and equipped to serve the community. The Deputy Innovation & Technology Services Director is a key member of the department’s leadership team, helping guide the County’s technology strategy while ensuring the delivery of reliable, responsive, and cost-effective services. Working closely with the Chief Innovation & Technology Services Director, this position helps assess the County’s evolving technology needs, establish priorities and guidelines, and shape the department’s goals and direction for the future.

This position provides leadership and direct supervision to the ITS Applications Manager, ITS Infrastructure Manager, ITS Client Support Manager, and ITS GIS Manager, creating an opportunity to lead a diverse team of technology professionals and influence solutions that have a meaningful impact across Cumberland County. The successful candidate will bring a strong combination of technical knowledge, strategic thinking, leadership, and a commitment to customer-focused public service.

Examples of duties

  • Provides leadership and supervision to the ITS Applications, Infrastructure, Client Support, and GIS Managers, including establishing performance expectations, providing technical direction, training, and addressing personnel matters.
  • Directs departmental operations by adjusting schedules, workflows, procedures, and resources to ensure efficient operations and appropriate service levels.
  • Develops, maintains, and implements the ITS strategic plan, ensuring alignment with the County’s business initiatives and organizational goals.
  • Leads short- and long-range technology planning for network expansion, systems integration, application development and support, GIS, and other emerging technologies.
  • Coordinates technology planning and implementation across multi-vendor, multi-system, and multi-network environments.
  • Evaluates hardware, software, network systems, and other technology solutions to support current and future County needs.
  • Develops and maintains best practices, standards, guidelines, and procedures for technology operations and the management of hardware and software assets.
  • Advises the Chief Innovation & Technology Services Director on departmental goals, operational direction, staffing, problem resolution, succession planning, and other technology-related matters.
  • Consults with County departments to identify current and future technology requirements and develops recommendations regarding solutions, priorities, and associated costs.
  • Develops and prioritizes departmental technology budget requirements for hardware, software, and related resources, and participates in the annual budget development process.

Qualifications

Graduation from an accredited four-year college or university with a degree in Information Technology, Computer Science, Management Information Systems or related field and five (5) years of progressively responsible experience leading an IT Department; or an equivalent combination of education and experience.

Management Preference:

Master’s degree in information technology, Computer Science, Management Information Systems or related field. Project Management Professional (PMP) and IT Infrastructure Library (ITIL) certification preferred.

  • Knowledge of the principles and practices of computer and network hardware installation and repair, as well as computer software applications.
  • Skilled in communicating effectively with technical and non-technical personnel.
  • Skilled in troubleshooting technical problems using logical and systematic methods.
  • Skilled in interpersonal relations, customer service, verbal communication, and technical writing.
  • Ability to establish priorities, manage competing responsibilities, and meet deadline-driven objectives.
  • Ability to collaborate effectively in a team environment while demonstrating professional initiative, self-direction, and a willingness to document and share technical knowledge with others.
  • Ability to operate a motor vehicle as required in the performance of assigned duties.

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
