This position is ideal for candidates with a strong background in Home and Community‑Based Services (HCBS) Waiver Programs and demonstrated skill in developing policy for organizations that support older Americans. Essential Functions

• As an official advising on and implementing policy, performs highly responsible and sensitive functions for the Home and Community-Based Services Waiver (HCBS) specifically ensuring compliance with federal performance metrics that pertain to quality with a focus on critical event reporting, risk mitigation and person-centered planning.
• Manages the demonstration project team.
• Provides oversight of the agency quality assurance operations to facilitate the development of new and revised policies and procedures related to the attainment of agency goals and objectives.
• Collaborates with the Division Manager and other staff regarding management studies, reports, and program analysis to evaluate compliance with the HCBS Waiver performance metrics that specifically relate to quality of services.
• Assists with the development and implementation of training on quality assurance related topics for the Aging network.
• Supervises staff.
• Performs other duties as required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in Gerontology, Social Work or Human Services.
• Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

• Prefers four years of experience working with a HCBS Waiver Program.
• Prefers four years of experience developing policy for a public or private entity serving older Americans.
• Prefers three years of experience developing, monitoring, and reporting program performance metrics.
• Prefers three years of experience analyzing program data and implementing initiatives based on that data.
• Prefers three years of experience developing grants.
• Prefers three years of experience supervising a unionized workforce.

Conditions of Employment

• Requires the ability to pass a criminal background check.

• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
