Hiring Range: $123,489 - $169,790 Annually

Pay Range: $123,489 - $185,224 Annually

The Pima County Transportation Department uses advanced technologies, data and the hard work of 190 employees to manage over 2,250 miles of roadways, bicycle and pedestrian facilities, bridges and over 100 traffic signals. We are looking to add a Deputy Director to our leadership team. The ideal candidate will have extensive experience in transportation design, construction, development and managing a diverse team.

As the Deputy Director you will assist in the management of the functions of five divisions: Support Services, Planning & Engineering, Mobility, Innovation & Technology, Maintenance Operations and Construction Monitoring.

This classification is appointed, unclassified and exempt from the Pima county Merit Systems Rules.

Essential Functions:

As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics.   • Plans, organizes and directs certain assigned functions and activities of the Transportation;

  • Coordinates activities of subordinate divisions internally with other divisions of the Transportation Department and externally with other County departments and outside agencies;

  • Reviews recommendations and advises the Director on capital improvement and other major projects;

  • Plans, schedules and assigns work to division managers and coordinates work between them;

  • Reviews budget proposals of subordinate divisions and participates in the development of the departmental budget;

  • Develops and implements policies and procedures for subordinate divisions, and participates in the development of departmental policies;

  • Recommends the selection and appointment of management and supervisory personnel;

  • Supervises, trains and evaluates assigned staff;

  • May use seal of registration as a Professional Engineer to certify engineering plans, maps, specifications or technical reports;

  • May perform statutory requirements of the Director and acts as department head in the Director's absence.

Minimum Qualifications:

Bachelor's degree from an accredited college or university with a major in public administration, business administration, civil engineering, urban and regional planning, transportation engineering or other closely related field as identified by the department head at the time of recruitment AND eight years of technical and managerial experience in transportation engineering, roadway construction or a closely related field INCLUDING two years in an administrative, technical, or managerial capacity.

Preferred Qualifications (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Registration as a Professional Engineer in Arizona, or ability to get Arizona Registration within six months of appointment.

  • Minimum ten (10) years experience in project delivery, development, and construction of improvement projects and familiarity with design criteria and construction methods.

  • Minimum ten (10) years experience building consensus and delivering complex information verbally and in writing to diverse audiences such as the department, public, county leadership, elected officials, and community stakeholders.

  • Minimum five (5) years experience leveraging technology via software and devices to achieve/improve departmental objectives.

  • ​Minimum five (5) years experience developing and managing a large multi-disciplinary team (over 20 employees).

Selection Procedure

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review todetermineapplicant’s suitability tooperatecounty vehiclesin accordance withPima County administrative procedures. Failure to obtain andmaintainthe required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
