Job Description

[What the role is]

As a Deputy Director, you will provide leadership for JTC's land reclamation portfolio in overseeing JTC’s land reclamation portfolio, covering the full project lifecycle from concept planning and engineering design to procurement, implementation and completion.

You will provide strategic direction, technical leadership and governance to ensure that reclamation projects are delivered within resource, timeline, quality and environmental requirements, while supporting Singapore’s long-term land use and ensuring alignment with national strategic priorities.

You will also play a key role in strengthening team capabilities, enhancing project management practices and establishing consistent governance, delivery standards and best practices across multiple reclamation projects.

[What you will be working on]

  • Team Leadership You will lead a diverse team of land reclamation project managers, providing guidance and technical expertise throughout the entire project lifecycle from concept planning through engineering design, construction, and project close-out, ensuring delivery within time, cost, and quality parameters whilst building organisational capabilities.
  • Project Portfolio Management You will oversee the planning and delivery of major land reclamation portfolio across multiple concurrent projects, managing complex programmes within resource, time, and environmental constraints. You will liaise with government agencies to secure the necessary approvals and budget, and coordinate workstreams spanning concept planning, environmental assessment, engineering design, and construction.
  • Technical Leadership and Problem Resolution You will lead the resolution of complex technical issues spanning soil investigation, hydrodynamic modelling, met-ocean analysis, and reclamation engineering. You will appoint and lead consultants in environmental impact assessment and engineering design, appoint contractors for implementation, assess project constructability, and identify and resolve potential construction-related and contractual challenges in a timely manner.
  • Stakeholder Engagement and Regulatory Management You will engage with government agencies on reclamation matters, coordinating regulatory approvals and environmental clearances across multiple authorities. You will manage high-level stakeholder relationships and ensure full compliance with all necessary regulations whilst advancing project objectives.
  • Strategic Communication and Reporting You will oversee the preparation of reports and deliver presentations to senior management, government agencies, and key stakeholders at different project phases, communicating complex technical matters effectively to diverse audiences and influencing decision-making at the highest levels.
  • Team Leadership You will lead a diverse team of land reclamation project managers, providing guidance and technical expertise throughout the entire project lifecycle from concept planning through engineering design, construction, and project close-out, ensuring delivery within time, cost, and quality parameters whilst building organisational capabilities.
  • Innovation and Best Practice Development You will champion innovative approaches to reclamation planning and delivery, establishing best practices that enhance the division's technical capabilities and project delivery.

[What we are looking for]

  • Background in Civil Engineering, preferably with specialisation in geotechnical, coastal, or marine engineering.
  • At least 15 years of relevant experience in land reclamation, marine infrastructure, coastal engineering, environmental impact assessment, hydrodynamic modelling, marine structure works or large-scale civil engineering projects.
  • Strong technical knowledge of reclamation planning, engineering design, environmental impact assessment, hydrodynamic, soil conditions, constructability, marine works, procurement and project implementation.
  • Proven leadership experience in managing teams and delivering complex, multi-disciplinary projects, with the ability to work under pressure and adapt within a fast-paced environment.
  • Strong experience in project governance, budget management, procurement, consultant and contractor management, contract administration, risk management and stakeholder engagement.
  • Good communication, analytical and problem-solving skills, with the ability to guide teams, influence stakeholders and resolve complex technical, contractual and regulatory issues.
  • Registration as a Professional Engineer or IES Chartered Engineer in a relevant field would be advantageous.
