Salary Range: $73,897 - $118,515

Starting Pay: $73,897 - $96,206

The Deputy Legislative Directorsupports the City Council President's legislative and policy agenda through research, policy analysis, bill drafting, legislative coordination,legislative oversight,and stakeholder engagement. The positionworks closelywith Council staff, City agencies, the Mayor’s Office of Government Relations, and community partners to advance legislative priorities,conduct legislative oversight,oversee special initiatives, and ensure efficient City Council operations.

ESSENTIAL FUNCTIONS

  • Conductslegislative research and policy analysis.

  • Draftsand advanceslegislative proposals.

  • Analyzesall legislation introduced in the City Council.

  • Monitorslegislationas itproceedsthrough the City Council

  • Prepareslegislative briefings and reports.

  • Coordinateswith Council staff, agencies, andexternalstakeholders.

  • Supportslegislativeand oversighthearings

  • Leadsspecial projectsandlegislative oversight initiatives.

  • Overseespreparation ofagendasand meeting materialsfor City Council meetings

  • Performsotherduties as assigned.

MINIMUM QUALIFICATIONS

Education:A bachelor’s degree in business administration, Public Administration, Management, or a related field from an accredited college or university

AND

Experience:At leastsix(6) years of experience in legislative affairs, public policy, government relations, public administration,community organizing,strategic research,teaching,social work, or related fields, including at least two (2) years specificallyinlegislative affairs, public policy, government relations,orpublic administration

OR

Equivalency Notes:Have an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of

  • Public policy, legislative affairs, government relations, or public administration, gained through experience in a fast-paced role.

  • Legislative analysis, research methods, and oversight practices.

  • Baltimore City's government structure and the key issues facing the community.

Skills and Abilities

  • Ability to communicate clearly and concisely, in writing and verbally, including drafting communications.

  • Ability toidentifyoperational issues, evaluate alternatives, and recommend effective solutions.

  • Ability toconduct legislative research and present recommendations specific to Baltimore City.

  • Ability to prioritize and manage multiple tasks effectively, with strong organizational skills and attention to detail.

  • Proficiencyin office productivity software (e.g., Microsoft Office Suite,Airtable).

  • Ability tomaintainconfidentiality and handle sensitive information appropriately.

  • Ability toestablishand maintain effective working relationships with City officials, employees,and other internal and external stakeholders.

  • Ability to work occasional evenings or weekends, as required by office events or special projects.

  • Ability to work independently and collaboratively in a team-oriented environment, with a positive and proactive attitude.

BACKGROUND CHECK

Eligible candidates under final consideration for appointment to positions identified as positions of trust will berequiredto complete authorization for a Criminal Background Check and/or Fingerprintscreening, andmust be successfully completed.

PROBATION

All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
