Your Team:

The Office of Development (OOD) is dedicated to the agency’s efforts to create opportunities for New Yorkers through housing affordability, and takes a lead in creating and preserving affordable housing as highlighted in Housing Our Neighbors: A Blueprint for Housing and Homelessness. The OOD is comprised of seven divisions that administer a range of programs, collaborating with other HPD offices as well as other city, state and federal agencies. These divisions include New Construction Finance, Special Needs Housing, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Compliance and Enforcement and Housing Incentives.

The Executive Operations and Policy Team oversees fiscal, operational, research and policy functions that impact and support all seven OOD divisions, and aims to ensure information is shared across teams, hiring and staff support are coordinated with HR across divisions, development-related processes are efficient and streamlined, and the OOD’s perspective is considered in agency policies. The team works alongside the Deputy Commissioner of Development, and is composed of three core functions:

1. Fiscal Management and HOME Compliance
2. Staff Support and Training
3. Strategic Operations, Policy and Analytics

Your Impact and Role:

Under the supervision of the Director of Strategic Operations and Policy, the Deputy Director of Business Operations and Analytics will be responsible for systematizing data strategy, governance, analytics and reporting for the Office of Development (OOD) to support the organization's capital pipeline, reporting requirements and strategic goals. This role will focus on establishing OOD’s data and analytics strategy, ensuring high-quality reporting infrastructure through streamlined operations, and leverage data insights to support larger operational initiatives. A successful candidate will work cross-functionally to leverage data to advance agency priorities and bolster operational efficiency.

Key Responsibilities:

- Business Operations
o Collaborate with executive leadership to define how data can support and enhance larger capital pipeline and operational initiatives, such as process optimization and cost reduction.
o Identify opportunities for data-driven improvements in core processes and workflows.
o Provide strategic support to OOD teams working on data heavy projects or with data reporting needs
o Ensure the seamless integration of data insights into daily operations and long-term initiatives and planning efforts.
o Training and education on data fields, tracking, and system use.
- Analytics and Reporting
o Deliver key reports for the Mayor’s Management Report (including Starts and Completions) and other reporting needs such as for local laws.
o Lead analytics capabilities to identify trends, opportunities, and risks for the business.
o As needed, develop and maintain reports, dashboards, and other products within HPD’s enterprise Oracle Analytics data tool.
o Promote awareness and accessibility of dashboards and data tools to OOD staff.
o Respond to ad hoc data requests from internal and external stakeholders.
o Monitor and report on data governance performance by establishing and tracking KPIs for data quality, governance compliance, and program effectiveness.
- Data Strategy and Governance
o Work with and across OOD teams to establish and enforce data governance frameworks to ensure data quality, consistency, and compliance with regulatory standards.
o Promote alignment across OOD teams to ensure unified approaches to data tracking.
o Foster a culture of accountability and transparency around data usage and management across the organization.
o Develop and operationalize a comprehensive data and reporting strategy to align with Office and agency goals.
o Work across the office to establish and monitor success metrics to track Office effectiveness.
o Oversee the implementation and maintenance of scalable data systems and tools to support operational and reporting needs.
- Key relationships
o Collaborate with colleagues in the agency’s Strategic Operations and Analytics team, HPD Tech and other key program areas.

The candidate must demonstrate following skills:
- Ability to communicate effectively with stakeholders of all levels and across a range of technical expertise.
- Ability to work independently, take initiative, and work effectively with others.
- Excellent written and verbal communication skills, particularly being able to discuss business needs to both technical and non-technical staff.
- Excellent people skills and the ability to provide leadership in a collaborative, team-driven approach, and motivate others towards a common goal.
- Analytical by nature with the ability to critically evaluate information and make the abstract simple to understand.
- Capable of managing multiple tasks in a fast paced, high-volume environment and the ability to adapt plans to unexpected changes.
- Bachelor’s degree in relevant field.

Preferred skills:
- Experience in public policy, affordable housing, real estate development, urban planning, and/or city government preferred.
- Experience applying change management skills, ideally at large organizations
- Experience working with enterprise data tools (e.g., Power BI, Oracle Analytics) or data programming languages (e.g., SQL, Python, R)
- Foundational understanding of data governance and experience with developing, implementing, and adopting data governance-related policies and/or technical solutions (e.g. business glossary, data dictionary, data catalogue).
- Experience leading successful cross-functional projects to completion, ideally at large organizations
- Demonstrated success in implementing data-driven solutions for large-scale operational initiatives.
