Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery-focused.

The Business Operations Department consists of three units that provide essential operational support across A&CM. The Human Resources (HR) Unit manages a wide range of human resource functions, including processing vacancy transactions, backfilling positions, handling classifications, administering progressive discipline, supporting recruitment processes, and managing leave requests. The unit also ensures compliance with HR policies to effectively support the work of the A&CM Division. The Logistics Unit delivers comprehensive logistical support by providing document services, managing inventory, monitoring vehicles, maintaining equipment, and coordinating courier services. The unit is committed to delivering these services in a customer-friendly manner across A&CM. The Training Unit is responsible for coordinating schedules and logistical materials for onboarding new A&CM staff, as well as organizing ongoing training programs to support the continuous development of current employees.

The Deputy Director of Business Operations manages the operations of the Human Resources unit on behalf of the entire A&CM Division, ensuring alignment with organizational goals and a focus on operational excellence.

Candidates for the Deputy Director position should therefore have strong strategic, analytical, problem-solving, and interpersonal skills and demonstrated experience leading HR and Logistics teams.

Key day-to-day responsibilities include:

- Oversee a dynamic team of 16 professionals, fostering a high-performance culture through data-driven performance management and continuous improvement initiatives.
- Recommend and coordinate implementation of HR and business administration policy, procedural and systems improvements in AC&M departments and working with other divisions. Develop and maintain analysis reports with department-specific Key Performance Indicators (KPIs) that evaluate and enhance operational performance, facilitating data-informed decision-making processes to drive departmental success.
- Provide strategic advice to leadership on compliance with Human Resources policies, civil service laws, labor relations, and collective bargaining, ensuring a cohesive approach to workforce management and risk mitigation.
- Serve as the primary authority for Human Resources within the Division, understanding and promoting best practices in recruitment, compensation, employee record management, promotion pathways, and discipline frameworks.
- Develop tracker analysis report to monitor the Division’s Personal Services (PS) budget of $52 million and 375 headcount; recommend reallocation of funds when appropriate.
- Manage several critical databases and reporting tools to track the activities and support the functions of the Business Operations Department operational and administrative units.
- Ensure New Hires are trained and have the tools needed to be successful in their positions.
- Coordinate implementation of Workday platform for managing HR services across A&CM staff, leveraging prior ERP experience or related competency.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
