
[What the role is]
The Environmental Monitoring & Modelling Division (EMMD) puts in place and manage a comprehensive air and water quality monitoring programme to ensure effective monitoring of the air and water quality and enable policies to be formulated to improve air and water quality. You will be leading the Modelling & Instrumentation Department (MID) in EMMD. MID consists of two branches – 1) Environmental Monitoring instrumentation Branch and 2) Modelling and Research Branch. The Environmental Monitoring Instrumentation Branch is responsible for ensuring that the various air and water quality monitoring systems operates smoothly to continuously provide accurate and timely air and water quality data, as well as ensure maintenance, upgrades and IT security compliance of the systems. The Branch is also responsible for development projects such the expansion of existing monitoring networks, setting up of new specialised monitoring systems, and conducting test-bedding and field trials of emerging environmental monitoring technologies. The Modelling and Research team is responsible for carrying out air dispersion and water quality modelling studies to assess and quantify the impact of policies and developmental projects on air and water quality. The team also drives air and water quality research projects, data analysis and studies to better understand air and water quality issues in Singapore.
[What you will be working on]
As part of the Division, you will be responsible for:
Overseeing and leading teams to ensuring smooth operations of environmental emission and monitoring systems, and conceptualise and plan for the enhancement and expansion of existing and new monitoring systems
Overseeing and leading teams to plan and manage the relocation and upgrades of existing monitoring stations/systems to meet the necessary WOG IM8 IT security requirements,
Planning and overseeing teams to manage the set-up and commissioning of new air and water quality monitoring systems,
Explore and collaboration and opportunities with various technology solution providers on emerging air / water monitoring systems
Strategising and leading various air and water dispersion air and water modelling projects to assess impact of new developments, track impact of pollution incidents, and identify sources of pollution, to support NEA’s policies and operations
Overseeing and manage research studies to support operations and policy reviews
Collaborating with research institutions and internal stakeholders on scoping, planning and conduct of studies to improve air and water quality, including working with local and international institutes and cultivate relevant research and studies partnerships
Leading and overseeing the team’s performance and staff development (e.g. plan manpower, resource requirements and training, etc of the team)
Oversee procurement
Oversee and manage department’s deliverables and KPIs in a timely manner
Oversee and manage department level corporate, finance, HR, and admin related issues
[What we are looking for]
Preferably 12-15 years working experience in Chemical, Environmental, Electrical or Mechanical Engineering related work, involving environmental monitoring system and familiar with ITO systems and scientific based software applications
Led teams of up with up to 20 officers in a similar field
Good leadership and supervisory skills to guide, coach and manage the team, and have prior experience in leading teams of engineers and scientific officers
Degree in Electrical/Electronics/Systems/Computer/Industrial Engineering or in relevant fields would be advantageous
Good understanding of air and water pollution science, IT, governance, modelling.
Some knowledge in air and water quality, dispersion modelling software, GIS, data analytics, and/or statistics (e.g. R)
Demonstrate critical and analytical thinking and ability to articulate views clearly
Able to define (or capture) broad objectives, and meticulous enough to drill down to the specifics/details
Strong planning and organizational skills
Good project management skills and financial acumen to manage project timeline and budget
Good command of spoken and written English with appreciation and understanding of sensitivities and implications of proposals
Demonstrate critical and analytical thinking skills and ability to articulate thoughts and views clearly.
Ability to pre-empt potential pitfalls and challenges, and address them as part of the integrate planning and development process for operations and projects
Strong collaborative and partnership skills
