Summary

The City of Richmond Police Department is seeking a highly qualified, experienced, and strategic professional to serve as Deputy Department Director - Business Services. This senior leadership position is responsible for providing strategic and operational oversight of critical business functions that support the Police Department's day-to-day operations and long-term financial and organizational objectives.

The Deputy Department Director provides leadership and oversight for the Department's Budget, Grants, Procurement, Payroll, Facilities Management, and State and Federal Asset Forfeiture functions. The position works closely with Police Department executive leadership, City departments, external agencies, and other stakeholders to ensure sound fiscal management, regulatory compliance, operational efficiency, and effective stewardship of public resources.

The successful candidate will possess significant experience leading complex financial and administrative operations, managing multiple functional areas, developing and monitoring budgets, analyzing financial information, and providing strategic recommendations to executive leadership.

The anticipated hiring range is $111,389.80 - $148,703.

Examples of duties

  • Providing strategic leadership and oversight for the Police Department's Budget, Grants, Procurement, Payroll, Facilities Management, and State and Federal Asset Forfeiture functions;
  • Directing the Department's budget processes, including daily financial activities, expenditure tracking, financial analysis, forecasting, and budget projections;
  • Monitoring the Department's fiscal position and providing financial analysis, projections, and recommendations to executive leadership;
  • Overseeing grant activities, including research, grant writing, administration, financial management, compliance, and required state and federal reporting;
  • Providing oversight of procurement activities and ensuring the effective acquisition of goods and services necessary to support departmental operations;
  • Overseeing biweekly payroll processing, leave audits, on-call payments, and related payroll activities;
  • Developing, reviewing, implementing, and evaluating policies, procedures, internal controls, and business processes affecting the Department's financial and administrative operations;
  • Preparing, reviewing, and approving financial reports, contracts, expenditures, budget documents, presentations, and other business-related materials;
  • Directing, managing, supervising, coaching, and developing a staff of four;
  • Managing and monitoring complex projects and initiatives involving multiple business functions;
  • Collaborating with City departments, governmental agencies, vendors, and other internal and external stakeholders;
  • Identifying operational and financial risks and recommending strategies to improve efficiency, accountability, compliance, and fiscal stewardship; and
  • Providing executive-level analysis and recommendations to Police Department leadership regarding financial and business operations.

This position is considered ESSENTIAL PERSONNEL, and the incumbent must be available to report to work during disasters, inclement weather, and other declared emergencies.

Successful completion of a thorough background investigation is required. Please note that the Police Department background process may take up to 45 days. An applicant disqualified from the Police background process may reapply a year after disqualification.

Qualifications

Considerable knowledge of:

  • Government finance, budgeting, forecasting, and financial analysis;
  • Grant administration and state and federal reporting requirements;
  • Public-sector procurement practices and procedures;
  • Payroll administration and related internal controls;
  • State and federal laws, regulations, policies, and procedures applicable to assigned business functions;
  • Financial reporting, internal controls, and fiscal accountability;
  • Policy and procedure development;
  • Project and program management; and
  • Principles and practices of effective leadership and supervision.

Demonstrated skills in:

  • Leading multiple complex business and administrative functions;
  • Analyzing financial and operational data and translating findings into actionable recommendations;
  • Developing and monitoring budgets and financial projections;
  • Managing competing priorities in a complex organization;
  • Coaching, mentoring, and developing employees;
  • Establishing effective working relationships with executive leadership, employees, City departments, governmental agencies, vendors, and other stakeholders;
  • Preparing and presenting complex financial and operational information;
  • Exercising sound judgment and making recommendations on significant financial and operational matters;
  • Communicating effectively, both orally and in writing; and
  • Working strategically and collaboratively across organizational boundaries.

Minimum Training and Experience

  • Bachelor's degree in Public Administration or a field directly related to the assignment;
  • Eight (8) years of progressively responsible related experience that includes significant management and supervisory experience;
  • Some departments may prefer a Master's degree in a field directly related to the assignment;
  • Some positions may have additional specialized requirements; and
  • An equivalent combination of training and experience, as approved by the department, may be used to meet the minimum qualifications of the classification.

Preferred Training and Experience

  • Bachelor's or Master's degree in Business Administration, Public Administration, Finance, Accounting, or a closely related field;
  • Significant progressively responsible experience managing financial or business operations within a large, complex organization;
  • Experience developing, administering, monitoring, and forecasting large operating budgets;
  • Experience providing executive-level financial analysis and recommendations;
  • Experience managing multiple business functions, particularly budget, grants, procurement, payroll, facilities, or similar administrative operations;
  • Experience administering state and/or federal grants, including compliance and reporting requirements;
  • Experience with governmental procurement and financial management practices;
  • 3 -5 years experience supervising professional and administrative staff; and
  • Public-sector experience, particularly within a municipal government or public safety organization
