County of Riverside, Office of County Counsel is seeking a dedicated Deputy County Counsel (II-IV) to support Health & Adult Welfare Division (HAWD)
The County of Riverside seeks a talented attorney as a health care generalist to join the staff of County Counsel’s Office. The preferred candidate will be knowledgeable with healthcare contracts, HIPAA, fraud and abuse issues, privacy rights, healthcare reimbursement and recovery, compliance issues, information requests from private and governmental agencies, and bioethics. Candidates should be able to understand the business of the hospital and its operations.
Good communication and leadership skills are required for this position as the incumbent will frequently interface with the executive leadership team for the County’s healthcare system. They will also perform work related to Health Information Technology for Economic and Clinical Health (HITECH), Stark law, Anti-Kickback Statute, provider-side contracts, as well as other related duties as required.
Advancement:
Promotion to the Deputy County Counsel III, and IV levels is through a non-competitive process and based on demonstrated ability, satisfaction of the experience requirement and an overall meets expectation rating on the annual performance evaluation.
Schedule:
A 9/80 with hybrid options after the training period and at the department's discretion.

Deputy County Counsel II: $51.47 - $68.80
Deputy County Counsel III: $65.87 - $88.93
Deputy County Counsel IV: $69.29 - $106.45
The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.
Meet the Team!
TheOffice of County Counsel is a full-service law office that provides advisory and litigation support on issues of vital concern to the County and its residents such as health care, public safety, child welfare, land development, environmental protection, public finance, taxation and elections. Examples of duties
•Representing County Departments including the Medical Center, Public Health, Community Health Centers, Behavioral Health and the Office of Aging
•Providing legal advice to County Departments on compliance with California and federal laws governing mental health, patient rights, confidentiality, and the handling of sensitive health and social-services information.
•Drafting and reviewing legal documents, interpreting statutes and regulations, and advising staff on policy and operational issues.
•Drafting, reviewing, and negotiating healthcare related contracts (clinical services, vendor agreements, interoperability, IT, telehealth, research, etc.).
•Reviewing and negotiating data sharing, software licensing, SaaS, and technology agreements unique to healthcare entities.
•Knowledge of HIPAA Privacy Rule, Security Rule, and Breach Notification Rule.
•Knowledge of California medical privacy laws (CMIA), including interactions between HIPAA and CMIA.
•Providing legal guidance involving grant funding, public health programs, prevention initiatives, and federal/state reporting requirements
•Draft, reviewing, and negotiating Business Associate Agreements

DEPUTY COUNTY COUNSEL II ($107,048.00 - $143,106.00Annually)
OPTION I
Experience: One year at the Deputy County Counsel I level with the County of Riverside's Office of County Counsel, or as a county counsel attorney or city attorney at an equivalent level with another California county or city.
OPTION II
Experience: Two years in the practice of civil law providing professional legal counsel to governmental agencies or departments.
OPTION III
Experience: Two years in the practice of civil law in one of the following areas: business transactional or healthcare.
OPTION IV
Experience: Two years in the practice of criminal law.
DEPUTY COUNTY COUNSEL III ($137,000.00 - $184,966.00 Annually)
OPTION I
Experience: One year at the Deputy County Counsel II level with the County of Riverside's Office of County Counsel, or as a county counsel attorney or city attorney at an equivalent level with another California county or city.
OPTION II
Experience: Three years in the practice of civil law providing professional legal counsel to governmental agencies or departments.
OPTION III
Experience: Three years in the practice of civil law in one of the following areas business transactional or healthcare.
OPTION IV
Experience: Three years in the practice of criminal law.
DEPUTY COUNTY COUNSEL IV ($144,125.00 - $221,413.00 Annually)
OPTION I

OPTION II
Experience: Four years in the practice of civil law providing professional legal counsel to governmental agencies or departments.

All Levels Require:
License: Possession of a valid California Driver's License is required.
Membership: Active member in good standing with the California State Bar.
