Summary

The Airports Division acts as General Counsel to Los Angeles World Airports (LAWA), its officers and employees, and the Board of Airport Commissioners (Board). LAWA is the governing body for Los Angeles International and Van Nuys General Aviation Airports. The Division is currently comprised of twenty (20) attorneys and eleven (11) support staff members. Attorneys in the Division handle a wide variety of litigation and transactional matters. This representation includes litigation and advice concerning contract and lease disputes, condemnation, employment-sworn and non-sworn, environmental, insurance, land use, noise, nuisance, personal injury, landlord-tenant disputes, First Amendment rights, and federal regulatory (FAA) matters. The attorneys also assist LAWA in negotiating and drafting numerous documents, including contracts, leases, licenses, permits, construction contracts, and concession agreements.

Examples of duties

The selected attorney/attorneys will be responsible for providing legal advice to various levels of LAWA management and to the Board in employment as well as employee relations and labor matters. The attorney will be assigned to provide advice, and assist with advocacy and workplace violence prevention matters, as well as other related duties as assigned. The attorney will handle and/or oversee litigation as well as administrative cases involving LAWA. The primary work of this employee will consist of handling advisory requests from LAWA and proactively advising on labor and employment matters.

Qualifications

Requirements

Applicants for this position must have a valid license to practice law in all of the courts within the State of California. Additional requirements include:

  • At least three years of relevant legal experience.
  • Excellent writing and problem-solving skills and demonstrated ability to work effectively with public officials, non-attorney department employees and members of the public.
  • Strong oral communication skills.
  • Strong organizational and problem-solving skills, the ability to prioritize, and concurrently complete multiple assignments.
  • Ability to work well in a team environment.

Desired Qualifications

  • Litigation experience in both state and federal courts and/or administrative agencies.
  • Knowledge of labor and employment law is strongly preferred.
  • Command of administrative law, such as arbitrations or other hearings is strongly preferred.
  • Experience and ability in dealing with governmental agencies and public officials.
  • Experience in resolving and advising on complex and/or sensitive matters.
  • Experience with municipal law (including the Ralph M. Brown Act, Fair Employment and Housing Act, California Public Records Act, and Public Employee Relations Board).
  • Ability to deal effectively with public officials, departmental executive management and personnel, as well as members of the public.

Current Location

The Division is located near the Los Angeles International Airport at 6053 Century Boulevard, Los Angeles, California 90045. Position is subject to assignment at any location of the Office of the Los Angeles City Attorney.

Probation

Appointment to this exempt position (non Civil-Service) will be subject to a two year probationary period as required by Section 1050 of the City Charter. Successful completion of the two-year probationary period will result in tenure with the office.

Annual Salary Range

Deputy City Attorney II: $135,636 - $198,297

Deputy City Attorney III: $175,642 - $256,803

Classification

Current employees selected for this assignment will be placed through a lateral transfer and retain their current classification, unless otherwise determined by the City Attorney in the exercise of the appointing authority.
