$57,388.50 - $86,073.00

  • Provide assistance to the Chief Registrar/Chief Clerk with the management and supervision of the department through training, delegation and oversight in relation to the primary and general elections each year and the services provided to the approximately 363,000 registered voters of the County of Lancaster.

REPORTING RELATIONSHIPS

  • This position reports to the Chief Registrar/Chief Clerk.

  • This position also provides direct leadership and supervision of the duties and the essential job functions performed by all Election department employees.

  • This position does have the authority to hire or fire employees.

  • This position will formally handle employees’ reviews, complaints, grievances or disciplinary action.

ESSENTIAL JOB FUNCTIONS

  • Training, delegation and oversight, but is not limited to the following:

  • Election Responsibilities:

  • Letters of Inquiry to all municipality offices.

  • Distribution of Nomination Petitions.

  • Receipt and notarization of Nomination Petitions

  • Casting of Lots for ballot position.

  • Coordinate Logic and Accuracy testing

  • Oversee our Campaign Finance Filing Operations.

  • Ballot Preparation

  • Election Day Operations:

  • Coordination of all election ads

  • Coordination of election supplies

  • Election night vote tabulation and election night returns

  • Coordination of official count and canvass

  • Preparation of Certificates of Election.

  • Office Management:

  • Develop and maintain working relationships with the Department of State

  • Develop and maintain working relationships on the local level with the recognized political parties

  • Assist Chief Registrar/Chief Clerk with yearly budget preparations.

  • Submit Department Requisitions and Purchase Orders.

  • Maintain working knowledge of pending legislation relating to voter registration and elections.

OTHER SPECIFIC TASKS OR DUTIES

  • Process payroll and leave requests for office staff.

  • Follow the mandates of the Election Code.

  • Perform other duties as assigned.

  • May be required to work overtime hours during election periods.

  • Attend all training sessions relating to professional improvements.

MINIMUM QUALIFICATIONS

  • 2+ years of departmental leadership

  • 2+ years of customer service training, prefer customer service leadership

  • 2+ years of operations or event planning

  • Excellent analytical, writing and computer skills

  • Experience with Microsoft Office.

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong customer service skills

  • Excellent organizational skills

  • Ability to follow direction

  • High attention to detail necessary to proof read documents

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • Serve as Notary for the Registration & Elections department. Also serve as COOP Coordinator for the department.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • While work is primarily sedentary in nature, it is necessary that the employee is able to stand for long periods of time at the counter, walk back and forth to other areas of the department to deliver mail/paperwork secured at the counter and bend forward to file forms.
