Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply (BWS) Capital Programs Management Directorate, under its Infrastructure Planning, Design & Construction group, is responsible for the planning, design, and construction of the Bureau’s capital projects. The overall program consists of several on-call contracts, each of which may have up to a dozen individual assignments, that must be executed concomitantly. In support of these efforts, BWS seeks to hire an Administrative Engineer NM-1 to serve as Deputy Chief of On-call Planning & Design, located in Valhalla NY.
Under supervision, and with a high degree of latitude, the Deputy Chief is responsible for supporting the Deputy Director of Capital Programs Management in the planning, management, and coordination of moderately complex capital projects from scope, design, and construction phases.
Specific duties include:

- Reviewing consultant submissions, including designs and reports, ensuring they meet the intent of the assignment and needs of the operating bureau

- Tracking progress, schedule, and budget of all projects under employee’s portfolio

- Notifying Supervisor(s) of any adverse conditions.

- Scheduling, preparing for, and leading meetings, both onsite and virtual

- Preparing high-level memorandums, distilling complex and comprehensive information, for distribution to senior management

- Reviewing and approving consultant invoices

- Maintaining digital contract files and records of job history and progress

- Investigating and advising the agency concerning issues that may impact scope, schedule, and/or budget

- Supervising up to three (3) employees

- Working with the contract administrator to development requests for proposals and contracts.

- Assisting the Deputy Director with compiling information to be used for future capital planning.

Special Working Conditions:
Some of the physical activities performed by the employee include: walking to and from inspection sites and during the course of inspections; climbing and descending ladders or stairs to get to areas to be inspected; standing on scaffolds to inspect work; standing for an extended period of time; bending and stooping during inspections; working in confined areas; distinguishing colors; wearing a hard hat; climbing over and around various objects; walking in areas that may be damp, dark smoky or acrid; working outdoors in all kinds of weather; must be able to lift about 20 pounds of equipment when required.

Employee may be required to work shifts including nights, Saturdays, Sundays, and holidays.

Preferred Skills:

- High proficiency in MS office including Word, Excel, and PowerPoint

- Ability to distill highly complex and comprehensive information into succinct summaries for dissemination to senior management

- Familiarity with New York City Budget and Procurement requirements

- High level understanding and facility in eBuilder and its workflows

- Ability to think logically, independently, and focus on objectives

- Ability to track and manage multiple contracts

- Ability to travel, as necessary, to other BWS locations

Hours and Shift:
35 Hours per week. May be required to work shifts including nights, Saturdays, Sundays, and holidays.

Qualifications

1. A valid New York State License as a Professional Engineer.

2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
