We are currently seeking qualified candidates for the position ofDeputyChief of Party (DCOP)for the upcoming MCC BelizeTraining and Transitioning to Work Activitywhich seeksto improve the efficiency, inclusivity and effectiveness of systems related to governance, financing and quality assurance of the Technical and Vocational Education and Training (TVET) system This position will be based inBelizeandis contingent upon award. 

Project Description

The Millennium Challenge Corporation (MCC) and the Government of Belize (GOB) havesigneda $125 million, 5-yearCompact thataims to address the binding constraints of low-quality education by increasing the number of post-primary graduates with the skills relevant to labor market demands. Under the Compact, an Education Project willinvest in Belize’s secondary education and technical and vocational education training (TVET) sector.

The DeputyChief of Party (DCOP)works in close coordination with the Chief of Party (COP)andis responsible formanaging the quality and timeliness of the project’s overall technical workstreamsThe DCOPwilllead the development of evidence-based approaches to improving TVET systems, includingnational TVET governance reform,implementation of the National TVET policy and strategy,strengthening the National Training Agency, anddevelopment of sector skills councils, work-based learningsystemsandcurriculum modernization This position will contribute to the design, development, implementation,monitoringand evaluation of all activitiesthat aim to improvethe quality, equity,relevanceand efficiency of the TVET system She will support ongoing quality assurance,supervise a technical team,andliaise with technical partners, relevant national stakeholders,beneficiariesand the donor.TheDCOPwill havedemonstratedabilityto work in complex environments, acrossdifferent cultures, and manage diverse teams to deliver impact.

Job Responsibilities

  • Coordinates closely with the Chief of Party (COP) on all technical matters;provides support to the leadership and management of the project, including budget formulation and oversight

  • Leads project interventions relatedto thetechnical design, implementation,and quality assurance, ensuring that TVET interventions are evidence-based,contextually-appropriateand aligned withMinistry of Education andlabor market demand.

  • Coordinates technical support to theGovernment of Belize, the local MCA Belize entity and MCC

  • Guides the development of sector skills councils, accreditation systems, and partnerships that strengthen private sector engagement and improve coordination of apprenticeships

  • Oversees technical outputs (activities,strategiesand deliverables) of all implementing partner organizations through regular field visits

  • Develops and implements local partner technical capacity building activities

  • Supports the COP to oversee project monitoring and evaluation activities in collaboration with the MEL Advisor to build and implement a cohesive data collection,aggregationand reporting strategy with partners

  • Provides leadership to technical staff andensures clear roles and responsibilities;maintainsclear lines of communication with project team members

  • Collaborates with in-country team and headquarter-based technical staff to ensure the project is implemented according to organization and industry best practices, program framework, and regulations

Required Qualifications

  • Master’sdegree in education,public administration, international development,orrelatedfield

  • At least12years of experience workingin education reform, with a focus on the secondary education or TVET sector.Experience inpolicy and accreditation,curriculum development, competency-based training, and design of work-based learning modelsstronglypreferred

  • 10+ years of related work experience in increasingly senior roles, with three years in leadership positions; experienceworking ina non-governmental organization preferred

  • Knowledgeof and experiencewithBelizeaneducation systems (including secondary, TVET and higher education)andMinistry of Education

  • Relevant managerial and technical experience working with programs that are of a similar scope and scale to this program.

  • Demonstrated ability to work in complex environments, acrossdifferent cultures, and manage diverse teams to deliver impact within agreed timelines

  • Proven ability tomanage productive relationshipswith government stakeholdersand donors

  • Demonstrated knowledge ofMCCand Government of Belizerules, regulations, policies, and procedures as they relate to project and program compliance and reporting

  • Experience in the education sector inBelizeor the region

  • Oral and written fluencyrequiredinEnglish

The expected hiring salary range for this role is BZD 80,000 - 100,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
