Job Description
The Deputy Chief of
Human Resources is a senior HR leader responsible for transforming strategic
direction into operational execution. While the CHRO sets the long-term vision,
the Deputy ensures that HR operations run smoothly and that all functional areas—such
as talent acquisition, learning and development, total rewards, and employee
relations—are aligned with organizational goals. This role serves as a critical
link between executive strategy and daily HR performance.
Key Responsibilities
Operational Leadership & Strategy
- Work closely with the CHRO to
develop and implement multi-year HR strategies and initiatives.
- Oversee day-to-day operations
across HR functions, ensuring cohesive and high-performing delivery.
- Manage the HR departments
budget and ensure strong ROI on technology, tools, and vendor
partnerships.
Talent & Performance Management
- Lead workforce planning
efforts by using data and analytics to forecast talent needs and identify
potential skill gaps.
- Drive culture and engagement
initiatives, including employee experience programs and DEI efforts.
- Provide coaching and advisory
support to leaders and managers, especially regarding sensitive
performance or leadership matters.
Compliance & Risk Mitigation
- Ensure full compliance with
all relevant employment laws and regulations.
- Lead updates, creation, and
implementation of HR policies and the Employee Handbook.
- Oversee labor relations
activities and manage the resolution of complex grievances when
applicable.
Experience & Qualifications
- Masters Degree in Human
Resources, Business Administration, Law, or a related field is preferred.
- Minimum of 10 years of
progressive HR experience, including at least 5 years in a senior
leadership role.
- Certifications such as SPHR
or SHRM-SCP are highly desirable.
- Strong expertise in HRIS
platforms and analytics, with the ability to make data-informed decisions.

Success in this role
is measured by:
- Efficiency and effectiveness
of the talent acquisition process, including time-to-fill and quality of
hire.
- Retention rates, particularly
among high-performing and high-potential employees.
- Satisfaction and feedback
from internal teams regarding HR service delivery.
- Strong compliance results
with minimal findings during audits or regulatory reviews.

The modern Deputy
Chief of Human Resources must operate with a tech-first
mindset, using people analytics to anticipate issues, such as turnover
risk-before they arise.
