Position Summary:
The Deputy Chief Marshal reports directly to the Chief Marshal and provides strategic and operational leadership to support the Marshal Service. The Deputy Director serves as second-in-command and is responsible for overseeing the daily operations, supervising staff, managing special projects, and ensuring compliance with tribal policies, procedures, and goals.
Essential Job Functions:
- Assist the Chief Marshal with overall department leadership and administration.
- Supervise managers and staff, including providing direction, resolving conflicts, and supporting performance management.
- Lead key initiatives, grant deliverables, or special projects as assigned by the Chief Marshal, Executive Director of Public Safety, and the Business Committee.
- Monitor departmental budget and assist with financial planning.
- Act as the department’s representative in meetings, collaborations, or interagency efforts.
- Support strategic planning and policy development efforts.
- Respond to major incidents and participate in emergency management coordination.
- Maintain evidence control, records management, and public safety reporting.
- Plan, coordinate, supervise, and evaluate the Marshal Service’s operations.
- Plans, coordinate, and conducts criminal investigations as necessary and as directed.
- Develop policies and procedures for the Marshal Service, mandated by federal and tribal law, as well as appropriate staffing levels to ensure efficient operation of the department, and to implement directives from the Executive Director and/or Business Committee.
- Coordinate the information gathered and work accomplished by various officers; assign officers to special tasks and/or investigations as needs arise for their specific skills; assure that staff members are assigned to shifts or working units which provide optimum effectiveness in terms of current situations and circumstances governing deployment.
- Assist with the development and maintenance of systems, records, statistical data and legal documents that provide for the proper evaluation, control, and documentation of the Marshal Service’s operations as required by the Business Committee, the Executive Director of Public Safety, Chief Marshal, BIA and all applicable federal and state laws.
- Coordinate and supervise the training, assignment, and development of subordinate personnel.
- Maintain internal departmental discipline and the conduct and general behavior of personnel.
- Prepare and submit periodic reports as requested to the Chief Marshal, Executive Director of Public Safety and/or the Business Committee upon request regarding the Marshal Service’s activities and prepare a variety of other reports as appropriate.
- Review evidence, witnesses, and suspects in criminal cases to correlate all aspects, and to assess for trends, similarities, or for associations with other cases.
- Meet with elected or appointed officials, department heads, other law enforcement officials, community and business representatives and the public on all aspects of the Marshal Service’s activities.
- Attend or designate personnel to attend conferences and meetings to keep abreast of current trends in the field; represent the Quapaw Nation in a variety of local, state and national meetings and promote the department’s projects, activities and initiatives.
- Cooperate with BIA, County, State and Federal law enforcement agencies as appropriate where activities of the Marshal Service are involved.
- Coordinate activities with supervisors and other tribal departments and programs, exchange information with officers in other law enforcement agencies when appropriate, the Tribal Prosecutor, Tribal Court, BIA, the District Attorney's Office, Circuit Court, and other government agencies. Obtain advice from the Tribal Attorney, Tribal Court Administrator, and Tribal Prosecutor's Office regarding cases, policies, and procedures.
- All other duties as assigned by the Chief Marshal, Executive Director of Public Safety and/or the Business Committee.
Non-essential Job Functions:
- Perform the duties of subordinate personnel as needed.
- Analyze and recommend improvements to equipment and facilities, as needed.
- Participate in various committees, round tables, and other professional and community events as applicable.

QualificationsKnowledge, Skills, and Abilities:
- Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment.
- Thorough knowledge of applicable federal, tribal, and state laws, ordinances, and department rules and regulations.
- Requires responsibility for carrying out, interpreting, and enforcing existing laws, policies, and/or methods for assisting in originating policies and methods concerning area of responsibility.
- Requires responsibility for making regular contacts with the general public, persons in other departments, or large organizational units, or outside organizations and their representatives for the purpose of furnishing or obtaining information, explaining specialized matters, or explaining procedures and regulations relating to duties of the position.
- Ability to establish and maintain effective working relationships with subordinates, peers, and supervisors.
- Ability to train and supervise subordinate personnel.
- Ability to effectively communicate in writing and verbally and to give verbal and written instructions.
- Ability to make independent judgments under pressure that preserve the integrity and sovereignty of the tribal organization.
- Ability to maintain daily contact with the public, exercising courtesy, discretion, and sound judgment.
- Requires frequent contacts with officials at higher levels in outside agencies and in other departments on situations requiring cooperation and explanation of services and activities of the Quapaw Nation Marshal Service.
- Requires responsibility for gathering, preparing, and maintaining ordinary operating or related reports, or for routine handling and safeguarding of confidential material.
- Requires general high level of responsibility for public safety and for the enforcement of the laws and standards of public safety.
- The incumbent must have no previous felony convictions, or misdemeanors convictions involving domestic violence or moral turpitude.
- Must be willing and able to perform all job-related travel. Must be willing to carry a firearm and use deadly force if required. Must possess the physical and mental stamina necessary to perform the duties of the position and be able to accept the inherent physical discomforts or dangers of the work, as verified by a complete physical examination meeting the specifications of the Quapaw Nation Marshal Service.
- Must be able to successfully complete all required training and certifications.
- Operate motor vehicles safely for official duties, possess a valid driver's license, be insurable under tribal policy, pass a tribal background check, and drug screening.
- Must be willing and reasonably available to respond to after-hours callouts and emergency incidents on a 24-hour, as-needed basis.
- Must be able to obtain and maintain a Special Law Enforcement Commission (SLEC) from the Bureau of Indian Affairs – Office of Justice Services.
Education /

Experience:
Bachelor’s degree in Criminal Justice, Law Enforcement, Social Sciences, or a related field is preferred, but not required.
Seven (7) years of experience in law enforcement, three years of which must be in a leadership or administrative role, preferably in a tribal government setting.
Must possess an active Basic Law Enforcement Training Certification.
Physical Abilities:
The incumbent is frequently required to sit, talk and hear. The employee is occasionally required to stand; walk; use hands and fingers to feel, handle, or operate objects, controls, or tools as described above; reach with hands and arms above shoulder height without experiencing discomfort; climb and balance; stoop, kneel, crouch, and crawl; and taste and smell.
The incumbent must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
The incumbent must pass the standard physical agility test for the position as a condition of employment.
Working Conditions:
A large part of the work is performed in an office environment with no disagreeable conditions. Occasionally, the employee works in outside weather conditions; also, there may be infrequent exposure to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration. It may be expected that the individual could be exposed to blood or other potentially infectious materials during the course of their duties. Any and all necessary protective equipment is provided by the employer and must be used when needed. The noise level in the work environment is usually moderate.
