This position serves as the Deputy Chief Information Officer (CIO) to lead our team supporting the Illinois Department of Corrections (IDOC). The DoIT Team at IDOC is leading a transformation to modernize how the State of Illinois provides services to individuals in custody at the State of Illinois facilities. The DoIT team at IDOC is seeking to hire a candidate with strong technical and people skills to serve as the Deputy Chief Information Officer. The Deputy Chief Information Officer is responsible for managing technical staff across operational areas of Information Security & Audit Compliance, Financial & Support Services, Customer Service & Training, Technical Management and Program Management. The successful candidate will need to be highly analytical, professional, communicate effectively, and possess excellent organizational skills. The chosen candidate will apply data strategies, improve delivery, and continue to align with enterprise direction to ensure compliance across all systems and applications within DoIT at IDOC. Essential Functions

• Subject to management approval, serves as the Deputy Chief Information Officer for the Department of Innovation and Technology supporting the Illinois Department of Corrections (IDOC) establishing, interpreting, and implementing policies, procedures, and goals for the total management process of the Office which has statewide impact.
• Plans, directs, coordinates, and supervises professional staff responsible for operational areas of Information Security & Audit Compliance, Financial & Support Services, Customer Service & Training, Technical Management, and Program Management.
• Oversees, establishes, and implements processes, controls, and standards to ensure compliance with IDOC schedules and priorities.
• Represents DoIT/IDOC at meetings, conferences, etc.
• Serves as full line supervisor.
• Analyzes resources allocated by policy, projects, programs, and work request making recommendations related to allocation of staff resources, equipment, and other needs to accomplish Department goals.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing or telecommunications or directly related fields.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing or telecommunicationsin a public or business organization.
• Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.

Preferred Qualifications

• Four (4) years of professional experience managing complex IT infrastructure operations, ensuring high availability, security, and compliance across large-scale environments.
• Four (4) years of professional experience overseeing application development lifecycle processes, including design, implementation, and maintenance within a public or private information technology organization.
• Four (4) years of project management experience leading large, complex data processing and technology modernization projects, utilizing industry-standard methodologies and enterprise project management tools.
• Thorough knowledge in staff development strategies, including workforce planning, performance management, and succession planning within an information technology organization.
• Extensive knowledge working with large-scale management information technical and network infrastructure.
• Ability to interpret, develop, and implement organizational policies, procedures, and strategic goals for management information services n alignment with agency objectives and regulatory requirements.
• Ability to deliver clear, concise, and persuasive presentations to diverse audiences, including leadership, technical teams, and eternal stakeholders.
• Extensive knowledge of resource allocation and management principles, including the ability to analyze operational needs and recommend optimal distribution of staff, technology assets, and financial resources to achieve organizational goals.
• Developed verbal and written communication skills to convey complex technical and strategic information with clarity, precision, and influence at all organizational levels.
• Ability to build and maintain collaborative, productive working relationships with internal teams, external partners, and stakeholders to drive organizational success.

Term Appointment:
