Departmental Analyst 9-P11 (E Level)

This Data Governance (DG) Analyst 9-11 supports the development of the business and technical requirements necessary to implement DG processes for MDHHS programs. This role implements and monitors a strategy and plans to meet the organization’s DG needs. This position participates in the design, implementation, and evaluation of DG solutions and services aligned with enterprise and agency strategic goals and objectives. This role will implement the organizational design laid out in DG project charters through change management methods to foster a data-driven culture that treats data as a strategic asset. The position requires an understanding of the relationship between Data Quality and Data Management disciplines. Responsibilities will include supporting MDHHS programs by developing and documenting DG processes and strategies. This role will also require strong organizational skills to build out our DG library of reusable assets and methodologies and is responsible for the implementation of DG standards and processes at the program data level. Training, coaching, change management, and mentoring skills will be required to mentor internal and external staff.

Position Description E Level

Departmental Analyst 12 (A level)

This Data Governance (DG) Senior Analyst develops and maintain the criteria needed to analyze the business and technical requirements needed to create a comprehensive strategy and plan to meet the organization’s Data Governance needs. This position is responsible for assessing, designing, and implementing Data Governance solutions and services aligned with enterprise and agency strategic goals and objectives based on industry best practices. This position supports ongoing DG operations and recommends modifications to program components to incorporate industry standards and best practices. This role creates Data Governance (DG) project charters, lead DG implementations, lead organizational design and change management, and creates a data-driven culture that treats data as a strategic asset. This position requires an understanding of the relationship between Data Quality and Data Management disciplines and their positive impact to MDHHS programs through coordination with Data Stewards. Responsibilities will include supporting the organization by prioritizing the development and documentation of Data Governance programs and strategies. This role also builds out the DG library of reusable assets and methodologies and is responsible for the implementation of DG standards and processes at the program data level. Training, coaching, change management, and mentoring skills are required to mentor internal and external staff.

Departmental Analyst 10

One year of professional experience.

Departmental Analyst P11

Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Departmental Analyst 12

Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.

Supplemental information

The physical location of this position is Grand Tower Building, 235 S. Grand Ave., Lansing, MI. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.

Selected candidates who have been approved to work remotely and must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Ingham CountyEmployees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:

  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.
