Summary

Under general direction, performs financial management work with emphasis on accounting, budgeting, and financial compliance. Manages and coordinates the accounting activities for area of responsibility. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Examples of duties

  • Oversees the Accounts Receivables section for Capital Management Services including all receivables, grants, and funding agreements.
  • Oversees fiscal support for the Real Estate Division including expense, revenue, and escrow accounts.
  • Assists with the annual budget development process.
  • Directs and coordinates the work activities of assigned staff.
  • Manages, trains, and evaluates assigned staff.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies,
  • procedures, and guidelines.
  • Develops and maintains policies and procedures relating to safeguarding the City's assets.
  • Prepares reports and makes appropriate recommendations to solve problems and improve financial operations.
  • Monitors, tracks and reports on key performance measures.
  • Processes monthly grant reports to grantors.
  • Coordinates the scheduling of audits and develops methods and strategies for dealing with audit findings.
  • Coordinates with City, State, and Federal Auditors to minimize audit exceptions and any disallowed costs.
  • Reviews and interprets Federal, State, and local financial rules and regulations to ensure that the programs conform to the intent of the legislation.
  • Assists in developing, implementing, and administering accounting systems.
  • Performs related duties and fulfills responsibilities as required.

Qualifications

  • Bachelor's Degree from an accredited college or university.
  • Four (4) years of experience in budgeting and/or accounting experience, including one (1) year of supervisory or lead experience.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
