Job Description

We have an opportunity for a B3 to join the Census Programme as a Delivery Manager, to support delivery of the programme .

We are the trusted producer of Scotland’s population statistics, including taking the Census of Scotland’s population every 10 years. The next Census is in 2031 and will be delivered in partnership with the Office for National Statistics (ONS) and Northern Ireland Statistics & Research Agency (NISRA). This is one of the largest digital programmes delivered in Scotland, gathering data from every household across a population of c.5.7m.

NRS is a Non-Ministerial Department of the Scottish Government & and our staff are part UK Civil Service, working for Ministers and senior stakeholders to deliver vital public services which improve the lives of the people of Scotland.

As a Delivery Manager in the National Records of Scotland Census Programme you will work with a range of teams and stakeholders to drive delivery momentum of products and services, implement and coach the programme in Agile ways of working, implementing the most appropriate tools and techniques and support planning and integration with delivery partners.

Responsibilities
  • Demonstrate and compare best delivery methods.
  • Foster a culture of experimentation and resilience.
  • Adapt approaches based on context and evaluate outcomes.
  • Support teams in managing and visualizing outcomes effectively.
  • Function as a liaison with contracted suppliers and internal stakeholders.
  • Understand government department processes and third-party involvement in projects.
  • Interpret and manage the needs of technical and business stakeholders.
  • Effectively manage stakeholder expectations and communication.
  • Facilitate discussions within the team and with diverse senior stakeholders.
  • Balance cost versus value and consider user needs' impact.
  • Report on financial delivery and watch cost and budget.
  • Escalate financial issues, as necessary.
  • Recognize transitions between product life cycle stages.
  • Ensure adherence to service standards and manage delivery across phases.
  • Facilitate delivery flow and manage pace and tempo.
  • Address internal and external risks, issues, and dependencies proactively.
  • Find and challenge complex or unnecessary organizational processes.
  • Coach the organization in process inspection and adaptation.
  • Guide teams in implementing new processes effectively.
  • Understand the environment and prioritize tasks accordingly.
  • Use data to inform planning and manage complex dependencies.
  • Provide delivery confidence and address blockers effectively.
  • Form and motivate teams effectively.
  • Create conducive working environments and empower teams.
  • Recognize, address, and resolve team issues.
  • Help in creating optimal team compositions based on the situation.

Working Pattern

This role is a permanent level transfer position. However candidates should note that Scotland’s Census is a time limited project which will run until 2032 depending on the role.  Staff who are on permanent contracts will remain with NRS after this time whilst a new, suitable role is found.

Our standard hours are 35 hours per week, and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Candidates should note that office attendance will be needed at points in particular for collaboration sessions but there is currently no fixed set days in addition there may be occasional travel to other UK agencies.
